The Nederlandsche Handel-Maatschappij (Netherlands Trading Society, NHM), founded in 1824, became closely tied to colonial trade and finance. Under the Cultivation System era, NHM played a central role in moving colonial products—such as sugar—from Java into Dutch and international markets. This strengthened a plantation-export economy built around controlled supply chains.
In 1830 the Dutch introduced the Cultivation System (cultuurstelsel), which required villages—especially on Java—to devote a fixed share of land or labor to export crops. Sugar cane became one of the key crops, grown under government direction and processed in contracted mills. The system linked local land and labor to global commodity markets while limiting farmers’ choices.
The Java War (1825–1830) was a major and costly conflict that left the Dutch colonial state looking for more reliable revenue from Java. In the aftermath, officials expanded tighter control over rural production and taxation. This set the stage for policies that pushed villages into export crops like sugar.
By about 1840, forced sugar cultivation had been introduced widely across Java, including major production centers in East Java and along the north coast. This expansion mattered because it tied more districts to sugar contracts, mills, and transport needs. It also increased competition between export crops and food crops in village land use.
In the 1840s, Java experienced severe famines and epidemics, first in areas like Cirebon and later in parts of Central Java. Research links these crises to the Cultivation System’s pressure to grow export crops such as sugar and indigo rather than rice. The crises fueled criticism of the plantation-style export model and the burdens placed on rural communities.
From the 1830s into the later 1800s, Java’s sugar industry increasingly adopted industrial equipment and new processing methods, helping raise output and efficiency. This mattered because sugar production became more factory-centered, with mills requiring steady cane supplies and large investments. The island’s sugar economy shifted toward an industrial plantation system rather than small-scale craft processing.
In 1860, Multatuli (Eduard Douwes Dekker) published Max Havelaar, a novel criticizing abuses and corruption in Dutch rule in Java. While the book is fiction, it drew on real colonial conditions and helped shape public debate in the Netherlands. This debate fed into later reforms that changed how plantation crops, including sugar, were organized.
In the late 1860s, the first rail lines in Java began operating, creating faster links between inland production zones and coastal ports. For sugar, rail transport supported the movement of cane, labor, and finished sugar more reliably than older road systems. Improved transport reinforced the scale and timing demands of industrial sugar factories.
In 1870, the Dutch Agrarian Law (Agrarische Wet) created a legal framework that enabled private, non-state investment by allowing long-term leasing of land. This marked a shift toward a more private plantation economy, even as many village land arrangements remained complex. The change helped accelerate expansion and consolidation in export agriculture, including sugar.
Also in 1870, the Dutch Sugar Law (Suikerwet) regulated the transition away from government-directed sugar cultivation. It aimed to stop expanding forced sugar planting and to phase existing forced cultivation down, with the goal of ending it by 1890. In practice, the law helped move sugar production toward private enterprise while trying to manage village land and water conflicts.
In 1872, rules requiring sugar to be sold through official channels tied to the Netherlands Trading Society were abolished, allowing more market freedom for producers and exporters. This mattered because Java sugar could be redirected to different ports and buyers, changing pricing and shipping patterns. The shift strengthened a profit-driven plantation economy linked to global trade competition.
In 1880, the Coolie Ordinance (Koelie Ordonnantie) incorporated the poenale sanctie (penal sanction), which allowed employers to punish contracted laborers for alleged breaches such as refusing work or fleeing. This strengthened coercive labor control within the plantation economy even as the state reduced direct control over crop production. The ordinance shows how plantation expansion relied not only on land and mills, but also on strict labor discipline.
By the late 1800s, Java’s sugar industry had grown into one of the world’s major industrial cane-sugar producers, supported by factories, credit, and export logistics. This was the outcome of decades of forced cultivation followed by liberal-era privatization and industrial investment. The result was a mature plantation economy in Java in which sugar shaped land use, labor relations, and colonial revenues by 1900.
