The Spanish–American War ended with the Treaty of Paris, in which Spain ceded the Philippine archipelago to the United States. This transfer of sovereignty set the stage for new U.S. efforts to extend control into areas in Mindanao and Sulu that Spain had never fully subdued. The later fighting in the south grew out of this shift in colonial power.
U.S. officials negotiated the Kiram–Bates Treaty with Sultan Jamalul Kiram II of Sulu to reduce conflict while U.S. forces fought elsewhere in the Philippines. The agreement recognized U.S. sovereignty while promising respect for local religious customs and the Sultan’s position. In practice, it was a temporary arrangement that postponed a direct military confrontation in Sulu.
U.S. troops fought Maranao forces at Bayang on the south side of Lake Lanao. This battle is often described as the first major engagement of what became known as the Moro Rebellion. It marked a move from uneasy contact to sustained military campaigns to enforce U.S. authority in parts of Mindanao.
The Philippine Commission created the Moro Province as a special administrative unit covering much of Mindanao and the Sulu Archipelago, with its capital at Zamboanga. The province structure put U.S. officers in key governing roles, blending military authority with civil administration. This reorganization provided the framework for many later campaigns and disarmament efforts.
Major General Leonard Wood assumed office as governor of the Moro Province and commander in the region. His administration emphasized stronger enforcement of U.S. rule, including armed expeditions and efforts to curb practices U.S. officials opposed. These policies contributed to escalating conflict with some Moro communities.
President Theodore Roosevelt declared the Kiram–Bates Treaty null and void. Ending the treaty removed a key diplomatic buffer in Sulu and signaled a shift toward more direct U.S. control. The change increased the likelihood that disputes over governance and arms would be met with coercion and military action.
U.S. forces attacked Moro groups fortified at Bud Dajo, a volcanic crater on Jolo Island. The fighting became one of the most infamous episodes of the U.S.–Moro conflict because many Moro deaths were reported, including women and children. The battle drew sharp criticism in the United States and intensified debate about U.S. methods in the Philippines.
John J. Pershing assumed duties as governor of the Moro Province, taking over U.S. administration during a period of continuing violence and resistance. His tenure focused on stronger policing and efforts to reduce armed attacks on soldiers and officials. These policies led to renewed confrontations over weapons and local autonomy.
Pershing issued an executive order directing broader disarmament among Moro communities. Disarmament was intended to reduce violence and strengthen the colonial state’s control, but many Moros viewed it as a threat to security, status, and tradition. Enforcement pressures helped trigger armed resistance in Sulu.
U.S. forces again confronted armed Moros at Bud Dajo after tensions rose around disarmament enforcement. Compared with 1906, the casualty totals reported for this 1911 action were much lower, and negotiation reportedly persuaded many people to leave the position. Even so, the episode showed that arms policies could quickly escalate into armed standoffs.
U.S. troops led by Pershing attacked Moro defenders fortified on Bud Bagsak on Jolo. The battle is widely treated as the last major fight of the Moro Rebellion, marking a decisive break in organized armed resistance to U.S. rule in Sulu. Afterward, remaining violence continued mainly as smaller-scale clashes rather than large battles.
The U.S. colonial government reorganized administration by replacing the Moro Province with the Department of Mindanao and Sulu under Act No. 2408. This shift signaled a transition from a military-governed province toward a different civil administrative model, aiming to integrate the region more closely into the wider Philippine colonial system. It also reflected the reduced scale of open warfare after 1913.
