On June 30, 1905, Concepción Felix and colleagues founded the Asociación Feminista Filipina (AFF) in Manila. It is widely described as the first organized women’s club in the Philippines, linking social welfare work with women’s participation in public affairs. This early organizing created networks that later supported a more direct campaign for voting rights.
In 1906, Pura Villanueva Kalaw organized the Asociación Feminista Ilonga in Iloilo. Unlike earlier groups that emphasized social reform, this organization is noted for focusing explicitly on women’s suffrage (the right to vote). It helped move the women’s movement toward an electoral-rights agenda.
In 1907, advocates pushed what is often described as the first women’s suffrage bill to reach the Philippine Assembly, encouraged by Pura Villanueva Kalaw and filed by Assemblyman Filemon Sotto. Although the measure did not pass, it marked an early attempt to translate club-based organizing into formal legislation. The defeat also showed suffragists that broader public support and stronger coalitions would be needed.
On August 13, 1912, leaders announced the creation of the Society for the Advancement of Women in Manila, with both Filipino and American women in leadership. Contemporary reporting linked the group’s “first object” to studying and advancing women’s suffrage. This reflected how suffrage ideas circulated through international contacts and local civic organizations during the American period.
On October 16, 1918, Governor-General Francis Burton Harrison recommended that Philippine lawmakers extend suffrage to Filipino women. Periodical accounts describe this as prompting legislators to introduce women’s suffrage bills. The episode mattered because it placed women’s enfranchisement into an official policy conversation, even though reform still faced resistance.
On February 5, 1921, women’s organizations across the country formed the National Federation of Women’s Clubs of the Philippines (NFWCP), described as bringing together hundreds of clubs. A national federation strengthened coordination, allowing campaigns to scale beyond Manila and major cities. It also gave suffrage advocates a platform for joint petitions, public education, and shared publications.
In October 1922, the NFWCP began publishing The Woman’s Outlook as its official magazine. A federation “organ” like this helped unify messages across provinces and publicize goals such as education, public health, legal reforms, and suffrage. Regular publication also made it easier to sustain a long campaign by sharing updates and organizing instructions.
On February 8, 1935, the Constitutional Convention adopted the 1935 Constitution, which included a conditional path to women’s suffrage. Article V, Section 1 provided that the National Assembly would extend suffrage to women if, within two years after the Constitution’s adoption, at least 300,000 qualified women voted “yes” in a plebiscite. This turned suffrage into a concrete, time-bound political test.
On May 14, 1935, voters ratified the 1935 Constitution in a national plebiscite. With the Constitution now in force, suffrage advocates had a legal basis to demand that the promised women’s plebiscite be held on schedule. The ratification also set the Commonwealth-era political framework in which women’s voting rights would soon be decided.
On September 30, 1936, the National Assembly enacted Commonwealth Act No. 34, which set the women’s suffrage plebiscite for April 30, 1937. The law laid out procedures, including publishing and posting the Constitution’s suffrage provision and requiring the Assembly to count votes. It operationalized the Constitution’s promise by turning it into an organized election event.
On April 30, 1937, qualified women voted in a national plebiscite on whether to grant women suffrage. Officially reported results show 447,725 “yes” votes and 44,307 “no” votes—exceeding the required 300,000 affirmative votes. This outcome extended voting rights to women under the Constitution’s terms and marked the movement’s central victory.
After the April 30, 1937 plebiscite met the constitutional threshold, women who met the legal qualifications became entitled to vote in elections held afterward. This shifted women’s organizations from a single-issue campaign to long-term political participation, including voter education and leadership development. The women’s movement’s early club networks thus produced a durable change in Philippine electoral life.
