A major famine struck northern and north-central Vietnam, with deaths commonly estimated in the hundreds of thousands to as many as two million. The crisis deepened anger at both Japanese occupation policies and the collapsing colonial system, helping revolutionary groups gain support.
Japanese forces overthrew the French colonial authorities across Indochina, disarming and interning many French troops and officials. The coup removed France’s wartime control and opened a power vacuum that Vietnamese political groups would soon compete to fill.
After receiving news that Japan had been defeated and was about to surrender, Viet Minh leadership formed a National Uprising Committee. Late on August 13, it issued “Military Order No. 1,” calling for a rapid nationwide uprising to seize power before Allied forces arrived to disarm Japan.
Emperor Hirohito’s radio address announced Japan’s acceptance of the Potsdam Declaration, signaling the end of the war in Asia and Japan’s impending surrender. In Vietnam, the announcement further weakened Japanese-backed authorities and sped up plans for a Viet Minh-led takeover.
At Tan Trao, a national meeting endorsed the decision for a general uprising and created the Viet Nam National Liberation Committee, chaired by Ho Chi Minh. This step gave the movement a clearer governing structure to claim national authority as Japanese power collapsed.
Mass demonstrations and Viet Minh-organized forces took control of major offices in Hanoi, including the main administrative center. Hanoi’s takeover became the best-known turning point of the August Revolution and helped legitimize the claim that a new national authority was emerging.
Emperor Bảo Đại agreed to abdicate in response to the revolutionary takeover; he issued an abdication decree dated August 25. A public ceremony followed days later in Huế, where imperial symbols were handed over to representatives of the new revolutionary government, marking the end of Vietnam’s monarchy.
Between mid- and late August, Viet Minh-led uprisings rapidly expanded from local centers into major cities. As revolutionary committees replaced existing officials, the Japanese-sponsored imperial cabinet under Trần Trọng Kim lost practical control, and power shifted toward the revolutionary movement.
Following Allied decisions to accept the Japanese surrender, Nationalist Chinese forces entered northern Vietnam (north of the 16th parallel). Their presence constrained the DRV’s freedom of action and reshaped politics in the north, as Vietnamese groups competed for influence under Chinese occupation.
Ho Chi Minh publicly read the Declaration of Independence at Ba Đình Square, proclaiming the Democratic Republic of Vietnam (DRV). The proclamation aimed to establish a new sovereign state at the moment Japan’s authority was collapsing and before France could fully reimpose colonial rule.
In Saigon, British forces overseeing the Japanese surrender helped enable a French coup that pushed DRV-aligned forces out of key positions. Violence escalated immediately, and the struggle in southern Vietnam became an early phase of a wider war over whether France would return as a colonial power.
The DRV and France signed the Ho–Sainteny Agreement, in which France recognized the DRV as a “free state” within the French Union, while allowing French troops to replace Chinese forces in the north. The deal temporarily reduced immediate confrontation but left core disputes unresolved, setting the stage for renewed conflict.
