The Congress of Berlin ended with the Treaty of Berlin, which allowed Austria-Hungary to occupy and administer Bosnia and Herzegovina while the provinces remained legally under Ottoman sovereignty. This created a long-term “in-between” status: Ottoman on paper, Habsburg-run in practice. That arrangement set the stage for new administration, resistance, and later annexation.
Austro-Hungarian forces moved into Bosnia and Herzegovina to enforce the Treaty of Berlin decisions. The campaign faced armed resistance and required a large military effort to establish control. The occupation marked the practical start of Habsburg rule over local government, policing, and taxation.
A major battle took place in Sarajevo as Habsburg troops fought to secure the provincial capital. Taking Sarajevo strengthened Austro-Hungarian control and made it possible to build a permanent civil administration centered there. The fighting also highlighted that rule would depend on both military power and political management.
By autumn 1878, the main occupation campaign ended and Austro-Hungarian authority was established across much of the territory. This transition from active campaigning to governance allowed Vienna and Budapest to focus on administration, infrastructure, and security. Bosnia and Herzegovina’s special status within the Dual Monarchy would persist for decades.
The new administration carried out a territory-wide census to measure population size and social structure. These data helped the government plan taxes, public works, and security policies. It also shows how the occupiers quickly moved from military control to bureaucratic management.
An uprising in Herzegovina broke out against Austro-Hungarian rule, driven by grievances that included taxes, unresolved land issues, and military obligations. The revolt was suppressed, but it signaled that resistance did not end with the 1878 campaign. The unrest pushed authorities toward tighter security and more active state-building policies.
Béni (Benjamin) Kállay became the joint Austro-Hungarian finance minister and the key administrator responsible for Bosnia and Herzegovina. Under this system, the territory was treated as a special “crown land” managed through the Common Ministry of Finance, rather than being fully absorbed by either Austria or Hungary. His long tenure shaped education, infrastructure, and attempts to manage competing national movements.
Emperor Franz Joseph issued a decree naming Mustafa Hilmi Hadžiomerović as reis-ul-ulema (grand mufti) for Bosnia and Herzegovina. This helped separate local Islamic religious administration from direct Ottoman authority while keeping it under Habsburg oversight. The change mattered because religion was a key part of how communities organized politically and socially.
After three decades of occupation and administration, Austria-Hungary proclaimed the formal annexation of Bosnia and Herzegovina. This ended the provinces’ legal link to the Ottoman Empire and turned a temporary occupation into direct imperial possession. The move intensified regional tensions, especially with Serbia and Russia.
The annexation triggered a major international crisis, with Serbia protesting and Russia initially opposing Austria-Hungary. Under pressure and without strong backing for war, Russia accepted the annexation, and the crisis cooled by spring 1909. Even without immediate fighting, the episode deepened hostility in the Balkans and contributed to the road toward World War I.
A constitution created a local representative assembly (the Diet, or Sabor) for Bosnia and Herzegovina, and its first session was opened in 1910. The Diet had limited powers because major decisions still depended on approval in Vienna and Budapest. Even so, it gave political parties a new arena to push for autonomy and compete across religious and national lines.
In 1913, the military governor declared a state of emergency, dissolved the parliament, and shut down Serb cultural associations, while also suspending civil courts. These measures reflected growing fears about nationalism and loyalty within the province. The crackdown helped set a tense political climate just before the events of 1914.
Archduke Franz Ferdinand, heir to the Habsburg throne, was assassinated in Sarajevo by Gavrilo Princip. The killing linked Bosnia and Herzegovina directly to a larger crisis between Austria-Hungary and Serbia. It became the immediate trigger for diplomatic escalation that led into World War I.
One month after the assassination, Austria-Hungary declared war on Serbia. This decision transformed a regional confrontation into a wider conflict as alliance systems activated across Europe. For Bosnia and Herzegovina, it meant tighter wartime rule and heightened suspicion toward segments of the population.
As Austria-Hungary broke apart at the end of World War I, new local authorities formed to replace imperial administration. In early November 1918, a national government was established in Sarajevo amid food shortages, exhausted institutions, and insecurity. This marked the practical end of Austro-Hungarian rule on the ground.
After the disintegration of Austro-Hungarian authority, Bosnian politicians aligned with wider South Slav leaders in forming a new state framework. The State of Slovenes, Croats and Serbs merged with the Kingdom of Serbia, creating the Kingdom of Serbs, Croats, and Slovenes. This outcome ended the 1878–1918 imperial period and placed Bosnia and Herzegovina inside the first Yugoslav state.
