In 1659, French settlers established a permanent foothold on Tortuga (Île de la Tortue), an island off Hispaniola. This base supported buccaneering and trade and helped France expand into the western part of Hispaniola that became Saint-Domingue. It marked the start of long-term French colonial administration in the area.
In 1664, France created the Compagnie des Indes occidentales (Company of the West Indies) to organize colonial trade and governance in the Americas. Although later reorganized, this early corporate model helped formalize administration and commercial priorities, including plantation growth. These policies shaped how Saint-Domingue developed into a highly export-focused colony.
In 1670, the French founded Cap-Français (today Cap-Haïtien) on the northern coast. It became a key port and administrative center supporting plantation expansion and Atlantic trade. Over time, it grew into the colony’s best-known city and an early capital.
In 1687, the 1685 slave law commonly called the Code Noir was extended to the French part of Saint-Domingue. It set rules for slavery, religion, punishment, and legal status, embedding slavery into colonial law. This legal framework supported the plantation system that drove Saint-Domingue’s economy and social hierarchy.
On 1697-09-20, the Treaty (Peace) of Ryswick ended part of the Nine Years’ War and included Spain’s recognition of French possession of the western third of Hispaniola. France renamed this territory Saint-Domingue. The agreement gave French rule a stronger international legal basis.
Beginning in 1751, resistance associated with François Mackandal shook northern Saint-Domingue and alarmed colonial authorities. Mackandal’s network was linked to plans to poison whites and undermine plantation control. His capture and public execution in 1758 became a warning display meant to deter further organized revolt.
Port-au-Prince was founded in 1749 and later became the colonial seat in 1770, replacing Cap-Français as the capital. This change reflected the growing importance of the west and the need for administrative access to productive plains and trade routes. The move also reshaped how colonial authority was organized across the colony.
On 1791-02-25, Vincent Ogé and Jean-Baptiste Chavannes were publicly executed in Cap-Français after an armed campaign calling for political rights for free people of color. The event deepened divisions among whites, free people of color, and enslaved people. These tensions destabilized French colonial administration just months before a far larger uprising began.
On the night of 1791-08-21, enslaved people in the North rose in a coordinated revolt that rapidly spread across plantations. The rebellion could not be contained by colonial forces and became the opening phase of the Haitian Revolution. It directly challenged the plantation economy and French colonial rule in Saint-Domingue.
On 1793-08-29, civil commissioner Léger-Félicité Sonthonax proclaimed the abolition of slavery in Saint-Domingue’s northern province. The decision was shaped by wartime pressures and the struggle to keep the colony aligned with revolutionary France. It marked a major shift in colonial governance, moving from slavery-based rule toward legally recognized freedom.
On 1794-02-04, France’s National Convention passed a decree abolishing slavery throughout the French colonies and granting citizenship rights without distinction of color. This action aimed to secure colonial loyalty and manpower during war as well as to align policy with revolutionary ideals. In Saint-Domingue, it strengthened the legal case against restoring plantation slavery under French authority.
In July 1801, Toussaint Louverture signed a constitution for Saint-Domingue that kept the colony formally within the French Empire while asserting strong local autonomy. The document declared slavery abolished but also imposed forced labor rules on plantation agriculture to maintain exports. French leaders viewed this as a challenge to imperial control and a warning sign of possible independence.
From late 1801, Napoleon Bonaparte sent a large military expedition under Charles Leclerc to reassert French authority in Saint-Domingue. The campaign aimed to curb the colony’s autonomy and reverse revolutionary changes, including fears of slavery’s restoration. Fighting, disease (especially yellow fever), and shifting alliances weakened the French position over time.
On 1804-01-01, Jean-Jacques Dessalines proclaimed the independence of the former French colony and renamed it Haiti. This declaration concluded the main phase of the Haitian Revolution and ended French colonial administration in Saint-Domingue. The outcome created a new state born from anti-slavery war and permanently transformed France’s imperial position in the Caribbean.
