On June 19, 1937, oilfield workers in Trinidad stopped work at Fyzabad, and clashes followed after police tried to arrest labour leader Uriah "Buzz" Butler. The disturbances spread beyond the oil belt and showed how low wages and harsh conditions could spark island-wide crises. These events helped push authorities toward accepting stronger trade unions and wider political reform.
On May 2, 1938, police clashed with striking sugar workers at the Frome Estate in western Jamaica, and workers were killed. The violence became a turning point, as protest actions spread to Kingston and linked wage demands to broader calls for representation and dignity. The Frome episode became a symbol of how plantation-era labour systems were breaking down under pressure.
In response to the wave of labour unrest, Britain appointed a royal commission led by Lord Moyne to examine social and economic conditions across its Caribbean colonies. The commission arrived in Jamaica on November 1, 1938 and then visited multiple territories, collecting testimony and evidence on wages, housing, health, education, and governance. This inquiry created an official record that unrest was tied to deep structural problems, not simply "law and order."
In 1940, Britain passed the Colonial Development and Welfare Act, signaling a shift away from the older idea that colonies should fund key services only from local revenue. The new approach provided large-scale development and research funding, partly shaped by the political pressure created by labour unrest. Although it did not end inequality, it marked a policy change: metropolitan funding was now tied to reform and "welfare" goals in the empire.
In 1941, British Guiana created an umbrella organization for unions, later known as the Guyana Trades Union Congress (founded as the British Guiana Trades Union Council). This kind of coordinating body mattered because it strengthened labour’s ability to negotiate across industries, not only workplace by workplace. It also showed that the organizing energy of the late 1930s was turning into permanent institutions.
In October 1941, the Barbados Workers’ Union (BWU) was formed, helping expand organized labour beyond earlier, smaller associations. The BWU provided a lasting structure for collective bargaining and helped connect worker demands to constitutional reform debates. This kind of institution-building across the region helped translate the uprisings of 1937–1938 into long-term pressure for decolonization.
On March 9, 1942, the Anglo-American Caribbean Commission was established to coordinate responses to shared wartime and development problems in the region. Its work reflected a growing view that Caribbean economies and labour questions were regional, not just local to each colony. The commission later expanded beyond the UK and US, giving Caribbean issues a wider international setting.
In 1943, Norman Manley reorganized a labour advisory body into a Trade Union Council aligned with Jamaica’s People’s National Party (PNP). This development connected trade union organizing to mass electoral politics more directly. It also highlighted a key pattern across the British West Indies: labour leaders and parties increasingly grew together, shaping constitutional decolonization.
In 1945, Britain published the full findings of the Moyne Commission, which documented widespread poverty and inadequate housing, health care, and education in the British Caribbean. The report’s recommendations supported stronger social services and long-term development planning. By publicly validating workers’ grievances, it helped legitimize demands for political change and wider self-government.
In 1946, France and the Netherlands joined the earlier Anglo-American body, creating the four-power Caribbean Commission with a central secretariat in Port of Spain. The commission became a forum for discussing regional development issues that affected labour—such as migration, wages, and social services—across different colonial systems. This reflected a shift toward treating Caribbean development as an international policy problem.
In 1946, Jamaica’s PNP-aligned trade union council was reorganized as the Trade Union Congress (TUC), and later consolidated multiple unions. This reorganization mattered because it created a more centralized labour voice that could negotiate and campaign nationally. Across the British West Indies, similar consolidation increased labour’s leverage in constitutional talks about representation and self-rule.
In 1947, colonial leaders met in Montego Bay, Jamaica, at the first major conference on a "closer association" of British West Indian colonies. The discussions created committees to plan regional cooperation and to explore political federation as a route toward self-government. Labour unrest was part of the background: leaders argued that small colonies would struggle to secure reform and independence if they acted alone.
On June 16, 1948, police shot sugar workers at Enmore Estate in British Guiana during a tense labour confrontation, killing multiple workers later remembered as the "Enmore Martyrs." A commission of inquiry followed, but the episode deepened distrust of colonial policing and employer power. It also strengthened the link between labour protest and nationalist politics in the colony.
By 1950, the labour-driven crises of 1937–1938 had produced lasting outcomes: stronger unions, closer links between labour and party politics, and official acceptance that deep reforms were needed. Regional leaders were also actively discussing federation and other shared political solutions, reflecting the belief that political independence would require new institutions. The period closed with labour no longer seen as temporary "disturbance," but as a central force shaping the British West Indies’ move toward self-government.
