After Spain’s withdrawal, the United States established a military government in Puerto Rico. U.S. control over administration and infrastructure expanded rapidly, but local political power remained limited. This early period set the stage for later laws governing Puerto Rico’s relationship to the mainland, including how easily people could travel and work in the United States.
The Spanish-American War ended with the Treaty of Paris, in which Spain ceded Puerto Rico to the United States. This change in sovereignty created new political and economic ties that shaped future movement between the island and the U.S. mainland. It also began a long period in which Puerto Ricans’ legal status within the U.S. system strongly influenced migration patterns.
Congress replaced military rule with a civilian government under the Foraker Act. Puerto Rico was treated as a U.S. territory with limited self-government, but the law did not grant U.S. citizenship. The act’s limits helped keep questions of rights, representation, and mobility at the center of Puerto Rico–U.S. relations.
In the Insular Cases, the U.S. Supreme Court developed the idea that some territories were “unincorporated,” meaning the U.S. Constitution did not fully apply in the same way as in states. This framework shaped Puerto Rico’s long-term political status and fed ongoing debates over citizenship, rights, and belonging. Those debates became part of the broader context of Puerto Rican life and migration.
The Jones–Shafroth Act (also called the Jones Act of 1917) granted U.S. citizenship to Puerto Ricans and reorganized the island’s government. Citizenship made it easier for Puerto Ricans to move and work across U.S. jurisdictions without immigration restrictions that applied to foreign nationals. Over time, this legal status became a key driver of large-scale mainland migration.
The Merchant Marine Act of 1920 included Section 27, commonly called the Jones Act, which requires shipping between U.S. ports to use U.S.-built, U.S.-owned, and U.S.-crewed vessels. Because Puerto Rico is part of the U.S. coastwise trade system, these rules became part of longer-running debates about costs of living and economic development on the island. Economic conditions, in turn, affected migration decisions for many families.
Puerto Rico created the Puerto Rico Industrial Development Company (PRIDCO) to help build and manage industrial infrastructure, such as industrial parks. This institution became an important tool for shifting the economy away from agriculture and toward manufacturing. That shift later interacted with migration, as many Puerto Ricans moved to the mainland while industrialization reshaped jobs on the island.
In 1947, Puerto Rico passed an Industrial Incentives Act that used tax exemptions to attract factories and investment—often described as the start of Operation Bootstrap (industrialization by invitation). The program helped modernize parts of the economy but also coincided with major out-migration as people sought jobs and stability on the mainland. Over the next decades, migration became a central part of how Puerto Rican families managed economic change.
Puerto Rico’s governor had long been appointed, but changes in U.S. law allowed direct election, and Luis Muñoz Marín won the first popular gubernatorial election. This marked a major step toward local democratic control while Puerto Rico remained a U.S. territory. It also linked political reforms on the island to the era of rapid migration and community formation in U.S. cities.
Congress passed Public Law 600, allowing Puerto Rico to organize a local government under its own constitution, subject to U.S. approval. The law created a new route to greater self-government without changing Puerto Rico’s territorial status. This political restructuring became part of the mid-century context in which Puerto Rican communities expanded on the mainland.
After a referendum and U.S. congressional approval, Puerto Rico’s constitution went into effect and the Commonwealth of Puerto Rico was proclaimed. The new structure increased local autonomy in many areas while keeping Puerto Rico within U.S. sovereignty. By this time, large Puerto Rican communities—especially in the Northeast—were already reshaping migration networks and identity across the island and mainland.
In the late 1960s and early 1970s, Puerto Ricans in New York developed the Nuyorican movement, a cultural and intellectual response to migration, discrimination, and urban life. It helped define a distinct stateside Puerto Rican identity through poetry, music, theater, and community institutions. This cultural consolidation reflected how migration had become multi-generational and community-based, not just temporary labor movement.
A federal policy change phased out and then fully ended Section 936, which had provided tax benefits for many U.S. corporations operating in Puerto Rico. Analysts link the end of Section 936 with major economic disruption and the start of a prolonged recession around 2006. As job opportunities narrowed, migration to the mainland accelerated as a common household strategy.
In 2015, Puerto Rico’s governor publicly stated that the island’s debt could not be paid as structured, signaling a deep fiscal emergency. The debt crisis fueled austerity debates, uncertainty about public services, and concerns about long-term economic stability. These pressures reinforced migration flows as many residents relocated to seek work, schooling, and reliable services.
PROMESA was enacted in 2016 to create a legal framework for fiscal oversight and debt restructuring in Puerto Rico, including an oversight board. The law changed how major budget decisions were made and placed new constraints on public spending. For many households, the combination of recession, public-service strain, and uncertainty continued to shape decisions about moving to the mainland.
Hurricane Maria struck Puerto Rico on September 20, 2017, causing catastrophic damage to infrastructure and long-lasting disruption to electricity, healthcare, and daily life. In the months and years that followed, many residents relocated to the U.S. mainland, often through family and community networks built over decades. This disaster-driven movement became one of the clearest recent turning points in Puerto Rican migration history.
Using Puerto Rico Community Survey-related reporting, Puerto Rico’s Statistics Institute highlighted that about 97,000 people moved from Puerto Rico to the United States in 2017, with a large net loss for the island. The institute noted the figure includes only some of those who migrated after Hurricane Maria, underscoring how the full movement unfolded over time. This measurement illustrates the scale of contemporary migration within a long-established U.S.–Puerto Rico mobility system.
By 2021, estimates put the Puerto Rican-origin population in the 50 states and D.C. at about 5.8 million, making the diaspora larger than the island’s population. This reflects more than a century of movement shaped by citizenship, economic change, and repeated crises. The present-day outcome is a deeply interconnected island-and-mainland population, with migration functioning as a lasting social and economic bridge.
Puerto Rican migration to the United States (1898–present)
