In October 1972, Commonwealth Caribbean leaders agreed in principle to form a new Caribbean Community that would go beyond a free-trade area. They set up work to draft a treaty covering economic integration, foreign policy coordination, and practical “functional cooperation” (shared services and programs). This decision set the political direction for creating CARICOM the following year.
At an April 1973 Heads of Government meeting in Georgetown, leaders agreed on a timetable to establish the Caribbean Community and Caribbean Common Market. The accord set 4 July 1973 for signing the treaty and 1 August 1973 as the date the new Community would begin for the four independent states. It also laid out how other territories would join by May 1974.
On 4 July 1973, Barbados, Guyana, Jamaica, and Trinidad and Tobago signed the Treaty of Chaguaramas in Trinidad and Tobago. The treaty created the Caribbean Community (CARICOM) and the Caribbean Common Market as the main structure for regional integration. It marked a shift from a trade-focused arrangement toward a broader political and economic project.
The Treaty of Chaguaramas entered into force on 1 August 1973, formally bringing CARICOM into legal effect. This created standing regional institutions, including a Secretariat and decision-making bodies, to carry out agreed policies. From this point forward, CARICOM operated as an international organization rather than only a political commitment.
CARICOM and the Caribbean Common Market replaced the earlier Caribbean Free Trade Association (CARIFTA). CARIFTA ceased to exist on 1 May 1974, reflecting the region’s move to deeper integration with wider goals than trade alone. This transition consolidated regional cooperation under one main framework.
The Bahamas became a CARICOM Member State in 1983, but did not join the Common Market arrangements. This highlighted a flexible membership design in which states could participate in the Community while opting out of specific economic integration commitments. It also expanded CARICOM’s geographic and political reach.
In 1991, the UN General Assembly adopted a resolution inviting CARICOM to participate as an observer. This strengthened CARICOM’s ability to coordinate positions and engage internationally on issues affecting small states, including development and security. It also recognized CARICOM as a significant regional organization in global diplomacy.
Suriname joined CARICOM in 1995 after a review process and agreed transitional arrangements. Its admission widened CARICOM’s linguistic and cultural diversity and strengthened links between the Caribbean and the northern part of South America. It also signaled that CARICOM membership could expand beyond the mainly English-speaking Caribbean.
In February 2001, CARICOM states signed the agreement to establish the Caribbean Court of Justice (CCJ). The CCJ was designed with a dual role: an original jurisdiction to interpret and apply CARICOM treaty law, and an appellate role for states choosing to replace the UK Privy Council. This created a regional legal pillar intended to support deeper integration and rule-based decision-making.
In July 2001, CARICOM Heads of Government signed the Revised Treaty of Chaguaramas, updating the 1973 framework. The revised treaty aimed to deepen integration by creating the CARICOM Single Market and Economy (CSME), including rules to support freer movement of goods, services, and some categories of workers. This was a major institutional step toward a more unified economic space.
In July 2002, CARICOM Heads of Government admitted Haiti after it deposited its instrument of accession. Haiti’s entry made CARICOM more representative of the wider Caribbean, adding a large French- and Haitian Creole-speaking member with distinct historical and development needs. It also increased the importance of practical cooperation and targeted support across different member capacities.
The Caribbean Court of Justice was inaugurated on 16 April 2005 in Port of Spain, Trinidad and Tobago. The Court’s launch provided the region with a standing institution to settle disputes under the Revised Treaty and support consistent interpretation of CARICOM rules. This helped strengthen enforcement and legal certainty as economic integration accelerated.
On 1 January 2006, the Revised Treaty of Chaguaramas entered into force, providing the legal foundation for the CARICOM Single Market and Economy. This was a turning point from earlier cooperation to a more rules-based integration model, with updated institutions and commitments. It also tied regional policy more closely to enforceable treaty obligations.
In January 2006, CARICOM formally launched the CARICOM Single Market (CSM) in Kingston, Jamaica. Several states signed declarations marking the CSM’s start, reflecting early implementation of freer movement rules under the CSME process. The launch aimed to make it easier for businesses and some workers to operate across participating member states.
In July 2009, CARICOM leaders issued the Liliendaal Declaration on Climate Change and Development. The declaration framed climate impacts—like sea-level rise and stronger storms—as direct threats to Caribbean development and security. It also showed how CARICOM’s policy agenda had expanded beyond trade to coordinated external advocacy on global challenges.
CARPHA (the Caribbean Public Health Agency) became operational in 2013 as a CARICOM-led public health body. It consolidated several earlier regional health institutions to strengthen disease surveillance, lab services, and coordinated health responses. This reinforced CARICOM’s “functional cooperation” approach—building shared regional capacity where single states may have limited resources.
In 2013, CARICOM Heads of Government mandated the creation of the CARICOM Reparations Commission (CRC). The CRC was tasked with advancing a regional case for reparatory justice related to genocide of Indigenous peoples and the transatlantic slave trade and slavery. This marked a shift toward coordinated historical justice advocacy as part of CARICOM’s shared external policy work.
On 4 July 2023, CARICOM’s Heads of Government held a ceremonial event in Chaguaramas to mark 50 years since the treaty was signed. The commemoration highlighted CARICOM’s long-term survival as an integration project and served as a moment to assess progress and remaining gaps. Leaders also recorded messages and documents for a time capsule to be opened at CARICOM’s centenary.
On 4 July 2023, CARICOM leaders announced a decision to extend freedom of movement to all CARICOM nationals as a new integration milestone. The move aimed to broaden a key CSME benefit beyond the earlier limited categories (for example, certain skilled groups), though implementation would depend on national laws and administrative capacity. This decision underscored CARICOM’s ongoing effort to translate treaty goals into practical rights for citizens.
