The assassination showed that insurgents could still strike high-profile targets despite Russia’s claimed progress. It also accelerated the transfer of power toward Kadyrov’s allies and family network.
Armed militants seized a school in Beslan, taking more than a thousand hostages, many of them children. The siege ended after explosions and a violent rescue operation, causing hundreds of deaths. The event became a major national trauma and further shaped Russia’s policies toward centralized security and counterterrorism.
Russia’s National Anti-Terrorism Committee announced the end of the long-standing “counterterrorist operation” regime in Chechnya, removing special security restrictions. The decision signaled Moscow’s claim that large-scale war had ended, even as violence continued at lower levels in the North Caucasus. It also reinforced the postwar system in which Moscow relied on local pro-Kremlin власти—especially the Kadyrov leadership—to maintain control.
