NKVD launched a "frontier cleansing"-style deportation of Caucasian Kurds from the Transcaucasian republics; scholarship commonly dates a first major wave to July 1937, with deportees sent to special-settlement destinations in Central Asia and elsewhere.
The Soviet government deported the Karachay population from the Karachay Autonomous Oblast (Operation "Seagull"), sending people to special settlements primarily in the Kazakh and Kyrgyz SSRs; the operation is dated to 2 November 1943.
On 23 February 1944, the NKVD began the mass deportation of Chechens and Ingush from the Checheno-Ingush ASSR to special settlements in Central Asia and Siberia (Operation "Chechevitsa" / Lentil), dissolving the ASSR and redistributing territory afterward.
A further Transcaucasian operation removed Kurds and Azerbaijanis from Tbilisi in March 1944; accounts commonly summarize this as several thousand deported as part of the USSR’s security-driven border and internal cleansing actions.
On 8 March 1944, the NKVD deported the Balkars from Kabardino-Balkaria to special settlements in Central Asia, part of the broader wartime pattern of collective punishment and forced population transfer in the North Caucasus.
The USSR State Defense Committee issued Decree No. 5984ss on 2 June 1944, extending Crimea’s deportation campaign to include Armenians, Greeks, and Bulgarians (in addition to other earlier wartime deportations), with removals implemented later in June.
Between 24–26 June 1944, Soviet authorities deported substantial numbers of Crimean Armenians, Greeks, and Bulgarians from Crimea to special settlements in the Urals, Siberia, and Central Asia, implementing the 2 June 1944 decree.
On 14–15 November 1944, the NKVD deported the Meskhetian Turks from Meskheti (Georgian SSR) to Central Asia under special-settlement restrictions; the operation also removed associated groups including Kurds and Hemshins in significant numbers.
The USSR Council of Ministers issued Decree No. 4083 on 23 December 1947, initiating a multi-year plan to resettle large numbers of Azerbaijanis from the Armenian SSR to the Kura–Aras lowland in the Azerbaijan SSR, framed administratively but experienced as coercive population transfer by many.
A 26 November 1948 Soviet decree made many deported peoples’ special-settler regime effectively indefinite (often summarized as settlement "for life"), increasing criminal penalties for escape and hardening the legal framework underpinning Stalin-era forced resettlement.
On 29 May 1949, the USSR Council of Ministers issued decree No. 2214-856 (commonly referred to as Operation Volna), ordering the relocation of remaining targeted minorities (including Greeks and others) from the Black Sea coastal zone, including areas of the Georgian and Armenian SSRs.
Following the 29 May 1949 decree, deportations proceeded during May–June 1949, removing targeted communities—especially Greeks along the Black Sea coast—by MVD transport to Central Asia and other internal destinations under special-settler registration.
