After the October Revolution in Petrograd, Bolshevik leaders sought to extend Soviet control across the former Russian Empire. In Central Asia, this quickly became a struggle between new Soviet institutions, older imperial administrations, and local political movements competing to define legitimate authority.
Muslim reformers and regional leaders proclaimed the Turkestan (Kokand) Autonomy as an alternative to Bolshevik rule in the region. Its brief existence highlighted early demands for self-government and helped set the stage for armed conflict and later Soviet reorganization.
At the Fifth Regional Congress of Soviets in Tashkent, Bolshevik authorities proclaimed the Turkestan Soviet Federative Republic (often treated as the start of the Turkestan ASSR). This created a Soviet administrative framework for much of Central Asia, but control outside key rail and city nodes remained contested.
A constitution adopted in late 1918 formalized the Turkestan Soviet republic’s institutions inside the Russian SFSR. This helped standardize governance in Soviet terms, even as conflict and resistance continued in many rural and border areas.
Following the collapse of the Khiva Khanate under pressure and upheaval, a new Soviet republic was proclaimed in Khorezm. Along with Bukhara, it showed Moscow’s approach of replacing older monarchies with Soviet-aligned regimes before later folding them into a new border system.
The Russian SFSR created an autonomous republic for Kazakhs, initially named the Kirghiz ASSR in Soviet-era terminology. This move began building a separate Kazakh administrative unit alongside Turkestan and set a precedent for later border drawing by nationality.
After the Emirate of Bukhara was overthrown, a Soviet republic was proclaimed with leaders aligned to the new Soviet order. Its creation reshaped politics in a major cultural center of Central Asia and intensified conflicts tied to anti-Soviet resistance and competing visions of reform.
The Union of Soviet Socialist Republics (USSR) was formed, creating a new federal state above the Russian SFSR and other union republics. Central Asia still included the Turkestan ASSR plus the Bukharan and Khorezm republics, leaving unresolved questions about borders, nations, and governance.
A new autonomous oblast was created for the Kyrgyz population, carved largely from the former Turkestan ASSR. This was a key step in separating Kyrgyz institutions from broader Turkestan-era structures and prepared the way for later upgrades in status within the Soviet federal system.
Soviet authorities carried out national delimitation (border-making by officially recognized nationalities) in Central Asia. The Turkestan ASSR, along with the Bukharan and Khorezm republics, was broken up to form new units including the Uzbek SSR and Turkmen SSR, plus the Tajik ASSR (inside Uzbekistan) and the Kara-Kirghiz Autonomous Oblast (inside the Russian SFSR).
Soviet authorities created a Karakalpak autonomous oblast from territories associated with the former Turkestan and Khorezm entities. The new unit reflected the delimitation policy’s focus on nationality-based administration, while also leaving many mixed-settlement areas inside new borders.
The Kara-Kirghiz Autonomous Oblast was renamed the Kirghiz Autonomous Oblast, reflecting shifting official ethnonyms and administrative practices. The change mattered because Soviet nationality policy relied on standardized labels for peoples and territories in censuses, schools, and government.
The Kyrgyz autonomous unit was upgraded from an oblast to an Autonomous Soviet Socialist Republic (ASSR) within the Russian SFSR. This increased local governing institutions while keeping the territory inside the Russian republic rather than as a full union republic.
The Tajik Autonomous SSR was separated from the Uzbek SSR and elevated to a full union republic, the Tajik SSR. This change was a major turning point in the delimitation process because it finalized Tajikistan’s status as a separate union-level entity within the USSR.
The 1936 USSR Constitution reorganized parts of the Soviet federal system and elevated the Kazakh and Kirghiz ASSRs to full union republics (Kazakh SSR and Kirghiz SSR). It also shifted the Karakalpak ASSR to the Uzbek SSR, marking a late-stage consolidation of the Central Asian map created by national delimitation.
