Soviet authorities chose a large steppe area in northeastern Kazakhstan for nuclear weapons testing, later known as the Semipalatinsk Test Site (“the Polygon”). The decision set in motion construction of a closed military-scientific complex and established nearby communities as long-term downwind neighbors of a nuclear proving ground.
The Soviet Union detonated its first nuclear device (RDS-1, also known as “First Lightning” and “Joe-1”) at Semipalatinsk. This test marked the USSR’s entry into the nuclear weapons era and began decades of repeated testing at the site.
In the years after 1949, many tests were conducted above ground or in the atmosphere at Semipalatinsk, spreading radioactive fallout beyond the test field. These early testing practices later became central to public health concerns and demands for accountability in Kazakhstan.
The 1963 Limited (Partial) Test Ban Treaty prohibited nuclear explosions in the atmosphere, outer space, and underwater. After it entered into force, Soviet testing at Semipalatinsk shifted largely to underground tunnels and boreholes, changing how contamination occurred but not ending the risks.
The USSR carried out the Chagan underground nuclear explosion as part of a program that promoted “peaceful nuclear explosions” for large earth-moving projects. The blast formed what became known as Lake Chagan (often called the “Atomic Lake”), illustrating how weapons-era nuclear technologies reshaped the local environment.
Over four decades, Semipalatinsk hosted a total of 456 nuclear tests, including both atmospheric and underground detonations. The scale of the program made it one of the world’s most heavily used nuclear test sites and left a complex legacy of contaminated areas and health research challenges.
In 1989, the Nevada–Semipalatinsk anti-nuclear movement emerged in Kazakhstan under the leadership of writer Olzhas Suleimenov. By linking local harm to global anti-testing activism, it helped turn radiation impacts from a suppressed topic into a public political issue.
The final nuclear test at Semipalatinsk took place in October 1989, ending on-site detonations after 40 years of use. Although testing stopped, radioactive contamination and security concerns about leftover materials remained.
Kazakhstan’s leader Nursultan Nazarbayev signed a decree closing the Semipalatinsk Test Site on 29 August 1991. The closure became a defining moment in the region’s late-Soviet transition and later served as a symbol of anti-nuclear policy in independent Kazakhstan.
After the Soviet Union’s dissolution, Kazakhstan was among the states with strategic nuclear weapons on its territory. By joining the 1992 Lisbon Protocol linked to START I, Kazakhstan committed to eliminate those weapons and to accede to the Nuclear Non-Proliferation Treaty (NPT) as a non-nuclear-weapon state.
In December 1994, the United States, the United Kingdom, and Russia issued security assurances to Kazakhstan in connection with its denuclearization and NPT commitments. The memorandum aimed to reinforce Kazakhstan’s decision to give up nuclear weapons by linking it to international political commitments.
After the test site’s closure, experts identified remaining fissile material risks, including plutonium residues in tunnels and boreholes. A long-term, cooperative effort involving Kazakhstan, Russia, and the United States began to reduce the risk that nuclear material could be recovered and misused.
Kazakhstan and its Central Asian neighbors signed a treaty at the former test site committing not to manufacture, acquire, test, or possess nuclear weapons. The agreement linked Semipalatinsk’s history to a regional legal framework aimed at preventing future nuclear deployment and reinforcing nonproliferation norms.
The UN General Assembly established 29 August as the International Day against Nuclear Tests, explicitly commemorating Semipalatinsk’s closure. The annual observance reframed the site’s history as part of a global push to end nuclear test explosions and address their human and environmental costs.
In 2012, Kazakhstan, Russia, and the United States marked the completion of a 17-year operation to secure plutonium-bearing residues at Semipalatinsk, including in Degelen Mountain tunnels. By sealing and stabilizing vulnerable sites, the project reduced a major post-Soviet nuclear security risk tied to the testing legacy.
