Norway began organizing offshore exploration by announcing its first licensing round. Large areas of the Norwegian continental shelf were offered to company consortia, setting up the legal and administrative approach Norway would use to control and benefit from future petroleum finds. This early licensing step made the later North Sea discoveries possible.
Phillips Petroleum’s well 2/4-2 confirmed the Ekofisk discovery in the Norwegian North Sea. It was the breakthrough that proved large, commercially valuable petroleum resources existed on Norway’s shelf. The find quickly shifted national priorities toward building strong public oversight and a larger Norwegian role in the new industry.
A reinforced parliamentary committee set out the “10 oil commandments,” a policy framework stressing national supervision and control. The principles included developing a Norwegian petroleum competence base and creating a state oil company to protect public commercial interests. These ideas became a foundation for Norway’s distinctive petroleum management model.
Ekofisk started producing oil, initially with early/test production routed to tankers. Moving from discovery to production forced Norway to address practical questions of safety, taxation, and how to manage revenues and industrial development. It also made the stakes of petroleum policy concrete, not just theoretical.
The Storting unanimously decided to establish Den Norske Stats Oljeselskap A/S (Statoil). Statoil was meant to build national competence and ensure the state had a strong commercial position in petroleum projects, alongside private and foreign companies. This step helped Norway capture more value from its resources while keeping political control.
Norway set up the Norwegian Petroleum Directorate (NPD) to manage petroleum resources and provide technical and regulatory oversight. Separating professional regulation from the state’s commercial role helped reduce conflicts of interest. The NPD became a central institution for licensing, data management, and long-term resource planning.
The Statfjord discovery showed that Ekofisk was not a one-time success and that the North Sea could support multiple large fields. Expectations about long-term production, export revenue, and industrial growth rose sharply. This made Norway’s choices about taxation and state participation even more important.
Norway adopted a petroleum tax system to capture a large share of the extraordinary profits (“resource rent”) from oil and gas extraction. The 1975 Petroleum Taxation Act established special rules and a special tax on top of ordinary corporate tax. This strengthened the link between petroleum production and funding for public purposes.
Petroleum and energy responsibilities were moved into a dedicated ministry, increasing political capacity to oversee a fast-growing sector. This change signaled that petroleum management had become a permanent, high-priority part of government. It also helped coordinate policy on licensing, taxation, and industrial development.
Statfjord A began producing, adding a major new stream of oil and gas output beyond Ekofisk. With more large fields coming online, Norway faced a new challenge: how to avoid economic overheating and manage revenue over decades. This production growth sharpened debates about the state’s direct role versus the power of state-owned companies.
A major political settlement reduced the automatic expansion of Statoil’s ownership in licences. The goal was to keep strong state participation, while preventing one state-owned company from becoming too dominant compared with the rest of the economy and the political system. This compromise paved the way for separating the state’s direct ownership from Statoil’s corporate balance sheet.
Norway created the State’s Direct Financial Interest (SDFI), separating part of the state’s petroleum licence ownership from Statoil. This let the state remain a major owner in projects while making cash flows and responsibilities clearer between government and company. The change became a key tool in Norway’s long-term petroleum revenue management.
Norway’s Parliament passed a law to establish the Government Petroleum Fund (later renamed the Government Pension Fund Global). The fund was designed to save petroleum revenues and support long-term fiscal stability, including protection against oil price drops and future budget pressures. This was a major step toward converting oil wealth into a lasting national financial asset.
