The airport added a major piece of infrastructure that supported the area’s new economic role.
Work began on One Canada Square, the signature office tower of the Canary Wharf development. Its scale and design signaled a shift from smaller, scattered projects to a concentrated, high-rise business district. The tower became a visible commitment to turning former docks into a major employment center.
Surrey Quays Shopping Centre opened, bringing everyday retail to a redeveloping residential area. This mattered because regeneration required more than offices: local services and amenities helped stabilize new communities. The project also showed how former dockland sites were being repurposed for mixed urban life.
London Arena opened on the Isle of Dogs, reusing industrial structures for events and exhibitions. It signaled that the area was beginning to gain public-facing destinations, not just planning proposals. The venue also helped make the changing Docklands visible to London-wide audiences.
The DLR extension to Bank connected Docklands directly into the City of London’s core. This strengthened the case for Canary Wharf and other Docklands offices by improving commuter access and reducing dependence on slower surface transport. The step also showed how rail investment was being phased to match development pressures.
One Canada Square was completed and officially opened, providing flagship office space at Canary Wharf. The building helped define the area’s skyline and identity as a modern financial district. However, its long-term success depended on filling offices and improving transport connections for commuters.
Developer Olympia & York sought bankruptcy protection as financing collapsed during a property downturn, disrupting the Canary Wharf project’s momentum. The crisis exposed risks in relying heavily on private capital for megaprojects, especially when transit links and leasing were still developing. It became a key turning point in how Docklands regeneration would be financed and managed going forward.
The DLR’s eastward extension to Beckton opened, expanding rail access across the Royal Docks. The route was intended to support future development in areas that were still sparsely populated at the time. This connected more former docklands land to the growing transport network, setting up later regeneration phases.
A bomb exploded near South Quay station, killing two people and damaging parts of the area and the DLR. The attack highlighted how the Docklands’ new infrastructure and symbols of investment could also become targets. Recovery and repairs became part of the practical challenge of keeping regeneration on track.
The Jubilee Line Extension began opening in phases, bringing high-capacity Underground service into Docklands. Canary Wharf station opened as part of this effort, improving reliability and capacity compared with earlier transport options. This was a major step toward making the new business district function at full scale.
The DLR extension to Lewisham opened, including a new tunnel under the River Thames. This connected Docklands to wider Southeast London rail interchanges and supported a broader pattern of housing and employment growth. It also showed how the DLR evolved from a local starter line into a larger network serving multiple boroughs.
ExCeL London opened in the Royal Docks as a major exhibition and convention venue. It helped diversify Docklands beyond offices by adding a large-scale visitor and events economy. By 2000, Docklands regeneration had moved from early planning and infrastructure to a more complete urban district with jobs, transport, and destination uses.
