With the IFEZ framework in place, Songdo’s reclaimed-land new-town plan advanced into implementation in the early 2000s, with construction commonly cited as beginning in 2003 (following planning and land-making efforts), positioning the district as a master-planned international business city.
The Korean government formally designated the Incheon Free Economic Zone (IFEZ) in August 2003, establishing Songdo (along with Yeongjong and Cheongna) as a flagship area for international business-oriented urban development—an enabling policy framework for Songdo IBD.
Songdo Convensia—an early landmark and key piece of the district’s MICE (meetings, incentives, conferences, exhibitions) strategy—opened for business on 2008-10-07, helping establish a functional urban core ahead of broader buildout.
The Sheraton (now Sheraton Grand) Incheon Hotel opened in 2009, adding international-standard hospitality capacity adjacent to Convensia and Central Park—important for positioning Songdo as a convention and business destination.
Incheon opened the Songdo International City extension of Incheon Metro Line 1 on 2009-06-01, adding stations that directly served the new district (including Central Park and International Business District stations) and strengthening Songdo’s transit connectivity.
Songdo Central Park—designed as the centerpiece of the district’s green-space system and a signature public realm element—opened in August 2009, reinforcing the regeneration narrative of transforming reclaimed coastal land into a high-amenity urban environment.
The Incheon Bridge opened in October 2009, providing a direct road connection between Songdo and Incheon International Airport and significantly improving global accessibility—an essential infrastructure component for the IBD concept.
Chadwick International (a major international K–12 school serving the expatriate and globally oriented community) opened in 2010, supporting Songdo’s goal of attracting international residents and companies through high-quality social infrastructure.
Yonsei University dedicated its Songdo “International Campus” on 2010-03-03, signaling the district’s evolution beyond offices and housing toward an education-and-research hub within the broader smart-city/regeneration program.
SUNY Korea opened in March 2012 with graduate programs, advancing the Songdo Global Campus concept and reinforcing the district’s identity as an international education cluster within the IFEZ.
G-Tower (33 floors, ~150 m) reached completion in 2013, providing office space for international organizations and contributing to Songdo’s role as a governance and international-institutions node within the smart-city masterplan.
The Green Climate Fund (GCF) opened its headquarters in Songdo in December 2013 (located in G-Tower), strengthening the city’s profile as a host for major international institutions and anchoring part of its global-city strategy.
The 305 m Northeast Asia Trade Tower (now also known as POSCO Tower–Songdo) opened on 2014-07-10, becoming a defining high-rise icon for the district’s central business area and a visual symbol of the megaproject’s ambitions.
