Modernist architects created the Congrès Internationaux d’Architecture Moderne (CIAM) to coordinate and promote a shared approach to modern architecture and urban planning. The founding meeting at La Sarraz set up a continuing congress structure meant to spread principles such as rational planning and socially oriented design across national borders.
At CIAM II in Frankfurt, delegates focused on the “minimum dwelling”—how to design small, affordable housing for working people. This focus tied International Style ideas (simple forms and efficient plans) to a social mission and made housing a central topic for later CIAM work.
CIAM III in Brussels broadened the discussion from apartment layouts to city-scale questions like land use and rational building patterns. By linking housing to zoning and infrastructure, CIAM helped turn modern architecture into a program for urban planning as well as building design.
The Museum of Modern Art’s 1932 architecture exhibition in New York promoted modern European and American work under the name “International Style.” By presenting buildings as a recognizable, exportable style, the show helped spread a simplified, ornament-free modernism to a broad public and professional audience.
CIAM IV shifted CIAM’s center of gravity toward urbanism by examining cities through functions such as housing, work, recreation, and circulation (transport). The congress took place on a voyage between Marseille and Athens, with sessions held during travel and a stop in Athens, reflecting both the era’s politics and CIAM’s international ambitions.
After CIAM IV, committees worked to consolidate the meeting’s findings into written conclusions. An early summary document (“Constatations”) captured key commitments to functional analysis while leaving many details open, setting the stage for later, more influential formulations associated with the Athens Charter.
The Athens Charter—associated with CIAM’s 1933 work on the Functional City—became a powerful reference point for postwar planning. Its emphasis on separating city functions and using modern infrastructure shaped many rebuilding and modernization projects, even as critics later argued it could weaken mixed, street-based urban life.
CIAM VI (the first congress after World War II) met in Bridgwater, England, signaling a return to international collaboration under new reconstruction conditions. The meeting highlighted how modern planning ideas could be applied at large scale as governments rebuilt housing and cities in an era of austerity.
CIAM VII in Bergamo used a standardized presentation tool known as the “CIAM Grid” to compare urban plans across countries. The grid helped disseminate CIAM’s functional categories in a practical format, making it easier for planners and architects to communicate and replicate its approach.
CIAM VIII at Hoddesdon focused on “The Heart of the City,” responding to the problem that functional zoning could neglect civic centers and public life. This theme marked a shift toward questions of community, culture, and everyday urban experience—issues that would fuel disagreements inside CIAM.
CIAM IX in Aix-en-Provence turned toward “habitat,” meaning housing understood together with social and environmental context rather than as isolated buildings. The agenda reflected growing concern that earlier CIAM formulas were too abstract, and it opened space for younger architects to challenge established doctrines.
CIAM X met in Dubrovnik in August 1956 amid debates about reorganizing the movement and its methods. The meeting is widely treated as CIAM’s last official congress, showing how internal splits—especially around more “human-centered” approaches associated with Team 10—were overtaking the older consensus.
At the 1959 Otterlo meeting, participants decided to end CIAM, concluding the organization’s three-decade effort to unify modern architecture and planning under shared principles. The outcome signaled a transition: International Style-era functionalism remained influential, but new directions associated with Team 10 took the lead in debates about cities, community, and design methods.
