Student protests at the University of California, Berkeley pushed back against restrictions on political activity and speech on campus. The movement began in September 1964 and ended in early January 1965, helping set expectations for more confrontational local journalism and organizing. This local climate became an important backdrop for the underground press that followed.
Max Scherr launched the Berkeley Barb as a tabloid-style weekly aimed at civil rights, anti-war activism, and the growing counterculture. The first issue was dated August 13, 1965, and the paper quickly became a hub for movement information, events, and opinion in the East Bay. Its mix of politics and local scene coverage helped define what an “underground” paper could be.
As the Barb grew, underground papers expanded rapidly across North America, especially from the mid-1960s into the early 1970s. These publications generally aimed to cover issues the mainstream press ignored or minimized, including anti-war protests, civil rights struggles, and youth culture. The Barb is often cited as one of the earliest and most influential papers in this broader publishing surge.
In 1966, publishers of several early underground papers—including the Berkeley Barb—formed the Underground Press Syndicate (UPS). Member papers agreed to freely reprint one another’s material and exchange subscriptions, which helped small papers publish more content and spread stories across cities. This cooperation turned local reporting, cartoons, and commentary into a national countercultural media stream.
Starting around 1967, the Barb became known for an extensive classified section that included explicit personal ads and ads for adult-oriented businesses. The revenue helped support reporting and a larger operation, but it also shaped public perceptions of the underground press and sparked internal disputes about sexism and editorial priorities. Other underground papers tried to copy this formula, sometimes triggering conflicts with staff and readers.
In March 1967, underground publishers and editors met at the home of artist Michael Bowen in Stinson Beach, California, for an early official UPS gathering. The meeting reflected both the ambition and the improvisational style of the underground press—building a network without the resources of mainstream media. Over time, these meetings helped editors collaborate, argue over strategy, and trade practical know-how.
In August 1967, the Liberation News Service (LNS) was founded to distribute reporting, photos, and analysis to underground papers nationwide. LNS functioned like an alternative news agency, supplying consistent national coverage that local papers could republish. This strengthened the “network” effect of the underground press, including UPS-member papers.
On May 15, 1969, confrontations over People’s Park led to major violence and a wider crackdown atmosphere in Berkeley. The protests and their aftermath became a defining local story for movement journalists and underground papers on Telegraph Avenue and around campus. Events like this increased demand for alternative coverage and deepened tensions between authorities and the counterculture press.
In mid-1969, a major conflict erupted over pay, control, and profits at the Berkeley Barb. Many staff members walked out, published an interim “Barb on Strike” issue, and then launched the Berkeley Tribe as a competing underground weekly. The split showed how underground papers could be both political institutions and workplaces with serious internal power struggles.
By 1970, the Berkeley Barb was among the highest-circulation underground papers in the United States. Reported circulation figures reached about 85,000 around 1970, reflecting both local demand and the broader national appetite for anti-war and countercultural news. This scale also increased scrutiny and competition within the underground press scene.
By the early 1970s, many underground papers faced burnout, financial pressure, and changing political conditions as the peak period of rapid growth waned. In 1973, after a meeting in Boulder, Colorado, the Underground Press Syndicate changed its name to the Alternative Press Syndicate (APS). The shift signaled a move from a loosely defined “underground” identity toward a longer-term alternative press model.
As circulation and revenues declined, the Barb separated much of its adult advertising into a different publication, Spectator Magazine, in 1978. The decision reduced the “adults only” image but also removed a major income source that had supported the paper’s operations. This was a turning point in the Barb’s ability to keep publishing as the underground era faded.
The Berkeley Barb ended publication with its final issue dated July 3, 1980, closing a 15-year run that began in 1965. Its rise and decline tracked key changes in the Bay Area counterculture: from movement-building and anti-war organizing to fragmentation, commercialization pressures, and the end of the underground-press boom. The paper’s legacy also lived on through archives and later alternative-weekly models that kept some of its editorial spirit.
