This helped shift part of the scene from commercial promoters toward “free parties,” where entry fees were minimized or absent.
In March 1990, Orbital performed “Chime” on BBC’s Top of the Pops, an unusual moment when rave music reached a mass prime-time audience. The appearance helped signal that dance tracks born in clubs and raves could also function as chart music. This broader visibility increased both commercial interest and political attention toward the scene.
On 13 July 1990, the Entertainments (Increased Penalties) Act 1990 received Royal Assent. Parliamentary debate framed it as a response to the spread of acid house “pay parties,” aiming to increase penalties for operating without proper entertainment licensing rather than creating entirely new powers. From 22–29 May 1992, tens of thousands attended the Castlemorton Common Festival, a major free festival/rave in Worcestershire. Media coverage and political controversy around the event intensified pressure for tougher powers against unlicensed raves. The festival later became widely cited as a key catalyst for the legal measures that culminated in the Criminal Justice and Public Order Act.
In 1994, ravers, travelers, and other activists organized major demonstrations against the proposed Criminal Justice legislation, including marches in London.
