In March 1916, Marcus Garvey arrived in New York City and began organizing in Harlem, a growing center of Black life and activism. His early speeches and meetings introduced a message of Black pride, self-reliance, and global unity that would soon reshape Harlem’s organizational landscape.
In May 1917, Garvey helped launch a formal UNIA branch in New York, turning street-corner speaking into a membership-based organization. This gave Garveyism a stable base in Harlem for dues, meetings, and coordinated outreach.
On August 17, 1918, the UNIA founded the Negro World as a weekly newspaper based in Harlem. The paper spread UNIA ideas, reported on global Black affairs, and helped link Harlem activists to supporters across the United States and the wider African diaspora.
On June 27, 1919, Garvey and UNIA leaders incorporated the Black Star Line as a shipping company. It was meant to symbolize Black economic independence and build international trade connections, but it also created major financial and legal risks for the organization.
On July 27, 1919, the UNIA dedicated Liberty Hall at 114 West 138th Street in Harlem. The hall became a major community institution for weekly meetings, speeches, performances, and organizing, making the movement highly visible in the neighborhood.
On January 30, 1920, UNIA leaders incorporated the Negro Factories Corporation in Delaware to support Black-owned businesses and jobs. In Harlem, it represented an effort to move from speeches to institutions—creating enterprises meant to serve Black consumers and employ Black workers.
In August 1920, the UNIA held its First International Convention in New York City, with major events at Liberty Hall and Madison Square Garden. The convention showcased Harlem as a headquarters for a global movement, drawing delegates and attention far beyond New York.
On August 13, 1920, convention delegates adopted the "Declaration of the Rights of the Negro Peoples of the World" at Madison Square Garden. The document framed racism and colonialism as global problems and outlined political and human rights demands, strengthening the UNIA’s institutional identity.
In 1922, Garvey was charged with mail fraud connected to promotion of Black Star Line stock. The case increased government scrutiny of UNIA institutions in Harlem and shook public confidence in the movement’s business strategy.
On June 18, 1923, a jury convicted Garvey on one count of mail fraud after a long federal trial in New York. The conviction weakened his leadership at the center of Harlem’s UNIA network and intensified internal conflict about the movement’s direction and finances.
After losing key appeals, Garvey began serving his sentence at the Atlanta Federal Penitentiary in early February 1925. With its main leader imprisoned, the UNIA’s Harlem-based institutions increasingly focused on fundraising, survival, and campaigns for clemency.
On November 18, 1927, President Calvin Coolidge commuted Garvey’s sentence. The commutation ended his imprisonment, but it also set up an immediate turning point for UNIA in Harlem: Garvey was released under conditions that led directly to deportation.
On December 2, 1927, Garvey was deported from the United States aboard the S.S. Saramacca after delivering a public farewell. His removal marked the end of the 1916–1927 period when Harlem served as the movement’s central base, and it contributed to factional splits and declining influence in New York.
