George Jacob Holyoake began using “secularist” to describe a movement focused on improving this life through “purely human” considerations. John Stuart Mill’s "On Liberty" argued that society and government should not restrict individual action except to prevent harm to others (often called the harm principle). It helped connect moral progress to open inquiry rather than religious authority.
Mill’s essay "Utilitarianism" appeared first in 1861 and was then published as a separate book in 1863. It defended an ethical view in which actions and laws should be judged by how well they promote human well-being, including higher forms of happiness like intellectual and moral growth. This offered a widely read, non-theological framework for liberal moral reasoning.
Mill’s election to Parliament brought a leading liberal philosopher into practical politics. In Parliament he argued for reforms including expanded suffrage, and he became a prominent advocate for women’s voting rights. This moment illustrates how humanist liberal ideas—reasoned debate, individual rights, and social reform—moved from books into institutions.
Charles Bradlaugh helped found the National Secular Society (NSS) to campaign against religious privilege in politics and law. The NSS aimed to defend freedom of speech and conscience, and to promote a state neutral toward religion. It became an important organizational base for 19th-century British secular and humanist activism.
The Reform Act of 1867 enfranchised parts of the urban male working class in England and Wales. This expansion of political voice supported a wider culture of civic equality and debate over rights and representation. Such changes created more space for humanist liberal arguments about citizenship, education, and social policy.
The Elementary Education Act of 1870 set up a system for schooling children ages 5–12 in England and Wales through local school boards and public support. Wider literacy and education mattered for humanist liberalism because it expanded the audience for public reasoning and civic participation. It also intensified debates about whether education should be controlled by churches or organized on more secular lines.
The Universities Tests Act removed many religious “tests” for positions and study at Oxford, Cambridge, and Durham (except in divinity). This opened elite higher education and academic employment to nonconformists, Catholics, and non-Christians. The change supported a more pluralist intellectual culture, strengthening the institutional base for modern, non-theological ethics and philosophy.
Annie Besant and Charles Bradlaugh were prosecuted after republishing Charles Knowlton’s "Fruits of Philosophy," which contained contraceptive information. The case made questions of sexual knowledge, public morality, and state censorship national issues, and it linked secularism to practical social reform. Their conviction was later overturned on a legal technicality, but the controversy reshaped public debate.
The Representation of the People Act 1884 extended voting qualifications in counties, broadening the electorate beyond earlier reforms. Although women and many men still lacked the vote, the law moved Britain closer to mass politics. This larger electorate increased pressure for arguments grounded in public reason and shared human interests rather than sectarian authority.
The London Ethical Society, founded in 1886, promoted “a rational conception of human good” and social reform without relying on theology. It organized lectures and education aimed at improving everyday moral and civic life. This marked a shift from mainly campaigning secularism toward building institutions for nonreligious ethics—an important step toward modern humanism.
In 1888 the South Place Religious Society changed its name to the South Place Ethical Society, signaling that its ethics were seen as autonomous (not dependent on the supernatural). The change reflected a wider late-Victorian turn toward organized non-theological moral culture. It also created a durable London center for lectures, debate, and ethical education.
In 1896 ethical societies created the Union of Ethical Societies to coordinate work and strengthen a shared program of morality grounded in “purely human and natural” means. This provided a national structure for the Ethical Movement and helped standardize lectures, publications, and ethical education. It is a clear end-of-century outcome of 19th-century humanist liberalism: durable institutions for nonreligious public ethics.
