Henry Tudor became King Henry VII after winning the Battle of Bosworth. His reign began in a period when England’s economy relied heavily on wool and cloth exports. This political stability helped merchants and producers expand long-distance trade networks for textiles.
To pressure the Burgundian court that supported the Yorkist claimant Perkin Warbeck, Henry VII embargoed trade with the Burgundian Netherlands. The move disrupted the main market route for English cloth and related goods, showing how closely diplomacy and textiles were linked. It also pushed English merchants to use Calais more directly during the dispute.
The Intercursus Magnus was a major commercial treaty between England and the Burgundian Netherlands. It helped normalize trade after the embargo period and supported the return of large-scale English cloth exports to the Low Countries. In practice, it reinforced the importance of continental markets—especially Antwerp—for selling English textiles.
A 1497 act focused on taking apprentices for producing worsteds in Norfolk, reflecting the textile craft’s economic importance. Worsted was made from long-staple wool that was combed before spinning, producing a smoother cloth than many woollens. Regulating training was one way to protect skills, quality, and local livelihoods as trade expanded.
The Merchant Adventurers were a key English trading company that exported finished cloth to the Low Countries. Their “heyday” ran from the late 15th century into the mid-16th century, with Antwerp as the major market where cloth was sold through fairs and merchant networks. This institutional structure helped scale English cloth trade and supported rising exports of lighter wool textiles, including worsted-related “stuffs.”
In 1506 Henry VII negotiated the Malus Intercursus after Philip of Burgundy was stranded in England. The treaty offered very favorable terms to English textile exports, including removing duties, but it was not ratified and never took effect. Even so, the episode shows how central cloth exports were in high-level diplomacy.
Alongside the export of finished cloth, the Company of the Staple at Calais still played a major role in exporting raw wool. The “staple” system concentrated exports at an approved market so the Crown could monitor trade and collect customs duties. Over time, as more wool was turned into cloth inside England, the raw-wool trade became less dominant, weakening the Staplers’ position relative to cloth exporters.
By the 1530s–1540s, kerseys (a narrower, lighter wool cloth) were produced at very large scale in some English regions and exported through London to Antwerp. This mattered for fashion and consumption because lighter “stuff” cloths suited a wider range of buyers than expensive broadcloth. Growing kersey output also increased demand for dye materials and finishing work, linking rural production with urban trade services.
By the middle of the 16th century, the Merchant Adventurers’ London leadership controlled a large share of English overseas trade, with finished cloth central to their business. This concentration helped organize shipping, credit, and market access—especially to Antwerp—supporting continued export growth in both woollens and worsted-related textiles. It also increased political tensions over monopoly power, even as it strengthened England’s export capacity.
Across roughly 1485–1550, English producers increasingly supplied export markets with a broader mix of textiles, including lighter worsted-based fabrics and narrow cloths like kerseys. These goods could be dyed and finished in many colors and were often more affordable than luxury broadcloth, widening the customer base at home and abroad. The overall result was a stronger link between England’s textile production, continental demand (especially in the Low Countries), and the changing material options available for Renaissance dress.
The Woollen Cloth Act (5 & 6 Edward VI, c. 6) aimed to enforce “true making” standards for woollen cloth. Such regulation targeted fraud and inconsistent quality—problems that could damage English textiles’ reputation in export markets. It reflects how government policy supported trade by trying to make exported cloth more reliable and competitive.
France captured Calais in early January 1558, ending more than two centuries of English control. This was a major turning point for the textile trade system because Calais had long been tied to the wool staple and to English merchant activity on the continent. After the loss, staple arrangements shifted and England’s trade relied even more on sea routes and commercial diplomacy rather than holding a fortified continental base.
