In 1940, the Federal Communications Commission (FCC) helped form the National Television System Committee (NTSC) to settle competing technical approaches to television. The goal was to make sure stations and receivers across the country could work together, rather than splitting into incompatible systems.
In March 1941, the NTSC issued its recommended technical standard for U.S. black-and-white television. Key elements included a 525-line picture structure, 30 frames per second, and 2:1 interlacing (two fields per frame) to reduce flicker while using limited radio spectrum.
On April 30, 1941, the FCC approved the NTSC technical standards and set a start date for commercial television broadcasting. This decision made the 525-line, 60-field-per-second system the national baseline for stations and equipment makers.
On July 1, 1941, commercial television broadcasting began under the new 525-line standard. This locked in a shared technical foundation for transmitters, receivers, and network distribution in the United States.
After commercial TV began, World War II redirected manufacturing capacity and technical labor toward wartime needs. As a result, television station growth and consumer set production slowed, delaying broader adoption of the 1941 standard until after the war.
On September 30, 1948, the FCC announced a temporary stop (“freeze”) on issuing most new television station licenses. The FCC needed time to address interference problems and plan channel allocations, which shaped how widely the 1941 standard could spread station-by-station.
On October 11, 1950, the FCC approved a CBS color television system that used a field-sequential method (sending color information in successive fields). The major drawback was incompatibility: existing black-and-white sets could not receive it normally, creating a split between old and new equipment.
On June 25, 1951, CBS began commercially sponsored color programming using its field-sequential standard. The broadcasts were brief and limited, in part because very few viewers had compatible color receivers and manufacturers were reluctant to support an incompatible approach.
In October 1951, federal defense production controls led to a halt in manufacturing color television sets for the public. With few receivers available and production restricted, CBS ended its field-sequential color broadcasting shortly afterward.
In April 1952, the FCC issued its Sixth Report and Order, creating a new channel allocation plan and formally ending the 1948 licensing freeze. The plan expanded television’s footprint (including UHF channels), helping the 525-line system spread to many more markets.
In March 1953, CBS withdrew its field-sequential system as the U.S. color standard. This cleared the way for a “compatible” color approach designed to work with existing black-and-white sets, reducing the risk of splitting the TV market.
On December 17, 1953, the FCC approved the NTSC compatible color television standard. This was a turning point because it preserved the existing 525-line black-and-white system while adding color in a way that older sets could still display as monochrome, enabling broad North American adoption.
