Research on a new digital radio system began at Germany’s Institut für Rundfunktechnik (IRT). This work aimed to improve mobile reception and reduce interference compared with analog FM, setting the technical direction for what became DAB.
Early public demonstrations of the developing system were shown in Geneva during a major international radiocommunications conference (WARC). These demonstrations helped show that multi-carrier digital transmission could work for broadcast-like services, not just point-to-point links.
A European consortium turned DAB development into a formal R&D program under the Eureka framework, known as Eureka-147. The project brought together broadcasters, manufacturers, and research labs to design a common system that could be standardized and deployed across borders.
DAB demonstrations in Geneva during the late 1980s helped build momentum for international interest and further trials. Showing the system in real-world radio conditions was important for convincing regulators and broadcasters that digital radio could be practical for cars and portable receivers.
By 1990, the project had settled major building blocks such as modulation and error protection, and moved into trial broadcasts. These choices supported robust reception in “multipath” conditions (signals arriving via multiple paths), a common problem for FM in cities.
The core DAB system specification was finalized in the early 1990s, enabling consistent equipment and receiver development. Having a stable specification was a turning point from experimentation toward regulation, standardization, and rollout planning.
The ITU-R (a United Nations-linked standards body for radiocommunications) adopted DAB, giving it stronger international legitimacy. This supported cross-border compatibility goals and encouraged European administrations to plan spectrum for DAB services.
ETSI published the European Telecommunications Standard ETS 300 401, defining the transmitted DAB signal and related system elements. This provided a formal, citable standard for manufacturers and regulators to build interoperable networks and receivers.
Industry and public-sector stakeholders formed the EuroDAB Forum to coordinate a market-driven rollout, including receiver requirements, services, marketing, and regulatory issues. The forum helped translate the technical standard into an implementable ecosystem.
A CEPT planning meeting in Wiesbaden produced a Special Arrangement and an allotment plan for terrestrial DAB in key bands (notably VHF Band III and L-band). This planning mattered because DAB needed coordinated spectrum blocks to avoid interference and enable regional/national networks.
The BBC began regular DAB transmissions from multiple transmitters around London, presenting DAB as a next step after AM and FM. This was one of Europe’s most visible early rollouts, helping demonstrate continuous operation rather than short-term trials.
Sweden started DAB transmissions on the same day as the BBC’s regular service launch, marking an early multi-country step toward deployment. Launches like this supported the idea that DAB could be a shared European platform rather than a single-nation experiment.
Bavaria began a DAB pilot project with multiple statewide and local services and new data services in cities including Munich, Nuremberg, and Ingolstadt. These regional pilots tested coverage, receiver performance, and the practical value of DAB’s multiplex (many stations in one channel) approach.
UK legislation provided a framework for licensing digital radio multiplexes, supporting investment in infrastructure and allowing commercial services to join digital rollout. This regulatory step was important because DAB required coordinated multiplex operators, not just individual stations.
After years of development work, the Eureka-147 project ended and its industry coordination role moved into what is now WorldDAB. This transition signaled that DAB was shifting from a time-limited R&D project into ongoing maintenance, promotion, and evolution of a deployed standard.
Bavaria moved from pilot operation into regular DAB broadcasting, reflecting a push to make digital radio a steady public service rather than a test. This also highlighted a broader European pattern: some regions advanced quickly while others slowed due to costs and limited receiver adoption.
CEPT updated and extended the earlier Wiesbaden plan at Maastricht, adding more entries for DAB in the 1.5 GHz (L-band) range. Continued replanning showed how spectrum coordination remained a major dependency for wider rollout and cross-border compatibility.
The European Commission announced a policy goal for Member States to aim at ending analog terrestrial television by 2012, pushing demand for coordinated spectrum planning. While this was about TV, it mattered for DAB because it signaled stronger EU involvement in spectrum strategy and the broader shift toward digital broadcasting across platforms.
