By the mid-1500s, London had become England’s main center for printing and bookselling. Many printers, booksellers, and binders worked near St Paul’s Cathedral, where customers expected to find books and writing supplies. This concentration made it easier for the trade to organize—and for authorities to supervise what was printed.
Stationers in London started keeping a record book—later known as the Stationers’ Register—to note rights in particular texts (“copies”). In practice, this helped reduce disputes inside the trade by showing who claimed the right to print a work. Over time, the register became central to how English printing was organized and controlled.
The Stationers’ Company received a royal charter of incorporation in 1557, turning the London book trade into a recognized corporate body. This strengthened the Company’s ability to enforce trade rules and to work with the Crown on regulating printing. Incorporation helped link business privileges with government oversight of what could be printed.
In 1586, the Court of Star Chamber issued a decree aimed at controlling printing and limiting unapproved presses. Measures like licensing, searches, and penalties supported tighter supervision of the press in and around London. These kinds of rules reinforced the Stationers’ role as the trade body expected to help enforce print regulation.
In 1621, a printed news sheet known as a coranto began appearing in London, reporting mainly foreign news. This was an early step toward a regular newspaper culture, even under strict rules that discouraged domestic political reporting. The ability to print and sell timely news expanded the commercial possibilities of London printing.
In 1637, Star Chamber issued a detailed decree “concerning printing,” expanding pre-publication licensing and enforcement tools. It reinforced requirements connected to Stationers’ Hall, such as entering works and policing unlicensed printing. The decree shows how London’s printing system relied on both state authority and the Stationers’ Company’s internal discipline.
In 1641, Parliament abolished the Court of Star Chamber, removing a key legal engine for enforcing print censorship. Without Star Chamber, older controls weakened and the number of printed pamphlets and news items rose quickly. The Stationers’ Company could still act within the trade, but the broader enforcement framework was less stable.
In 1643, Parliament passed an ordinance to regulate printing, restoring pre-publication licensing under parliamentary authority. This aimed to curb unlicensed and politically dangerous printing during the English Civil War period. The order became an important reference point in later debates about press freedom and regulation in London.
In November 1644, John Milton published Areopagitica, arguing against the Licensing Order’s pre-publication censorship. While it did not immediately end licensing, it became a landmark statement in the long struggle over who should control printing. The controversy highlights how London’s print growth also created stronger arguments for freer publication.
After the Restoration, Parliament passed the Licensing of the Press Act (1662), requiring licensing and regulating presses and printers. The act relied in part on approaches used in earlier Star Chamber rules, including limiting printing and enabling searches for unlicensed presses. This strengthened the old London-centered model in which the Stationers’ Company helped police the trade.
In November 1665, an official government news publication began as the Oxford Gazette while the royal court stayed in Oxford during the plague. It provided a controlled, “by authority” channel for news, fitting the era’s licensing system. This shows how the government used printing to manage information during crisis while relying on London’s printing capacity and trade networks.
In September 1666, the Great Fire of London destroyed large parts of the City, including Stationers’ Hall. The loss mattered because the Company’s building and archives supported its ability to govern the trade, including records of rights and discipline. Rebuilding after the fire also reshaped London’s physical printing center, even as the Stationers’ corporate role continued.
In 1684, Charles II granted the Stationers’ Company a new charter as part of broader efforts to control London corporations. The episode shows that printing regulation was tied not only to licensing laws, but also to political struggles over who governed powerful city institutions. The Company’s legal standing—and its influence in the book trade—remained closely connected to national politics.
In April 1695, the House of Commons declined to renew the licensing system, bringing an end to pre-publication censorship under that framework. This shift reduced the Stationers’ formal role in state licensing and helped the English print market grow more rapidly. The result was a more competitive and diverse London printing scene, setting the stage for modern debates about press freedom and publishing rights.
