Immediately following the Baden-Baden Congress, the IOC co-opted new members including the first two women to join the IOC: Pirjo Häggman (Finland) and Flor Isava Fonseca (Venezuela). The 1984 Los Angeles Olympics were held under Samaranch’s presidency but were boycotted by the Soviet Union and many Eastern Bloc countries. The IOC established The Olympic Partner (TOP) program to centralize and expand worldwide Olympic sponsorship. Under Samaranch’s presidency, TOP became a core tool for building stable revenue beyond host-city organizing committees and local deals. This commercialization shift helped reshape Olympic governance by increasing the IOC’s financial independence and influence.
The 1988 Seoul Olympics saw a smaller boycott than in 1980 or 1984, involving a limited number of countries. This marked a partial easing of Olympic boycott dynamics and helped restore the idea of broad participation, even though political disputes did not disappear. The outcome supported the IOC’s push to protect the Games from being dominated by Cold War retaliation.
In 1991, the IOC announced South Africa’s return to the Olympic Movement after decades of exclusion linked to apartheid. The decision tied Olympic participation to major political and human-rights changes, including the abolition of apartheid laws and progress toward non-racial sport structures. It was a high-profile example of how Olympic governance could both respond to, and influence, international political legitimacy.
The 1992 Barcelona Olympics became a symbol of the Olympics’ growing acceptance of professional athletes, notably through the U.S. men’s basketball “Dream Team,” which included NBA players. Although the key eligibility change in basketball came through FIBA, the Olympics’ willingness to feature top professional talent matched Samaranch’s broader push to bring the best athletes to the Games. This shift strengthened the Games’ global profile but also increased debate about money, fairness, and the Olympic ideal of amateurism.
The Olympic Museum opened in Lausanne on Samaranch’s initiative, becoming a major public-facing institution for Olympic history and education. By creating a permanent museum and archive space, the IOC invested in cultural legacy and narrative control—how the Olympics are remembered and explained. The museum reinforced Lausanne’s role as an Olympic center while promoting the Olympic Movement beyond the Games themselves.
A pipe bomb attack at Centennial Olympic Park during the 1996 Atlanta Olympics killed two people and injured more than 100. IOC officials publicly emphasized that the Games would continue, a stance aimed at preventing terrorism from disrupting the event’s core purpose. The bombing increased attention to Olympic security planning and highlighted risks created by large public celebration zones tied to the Games.
In late 1998 and 1999, allegations that Salt Lake City’s 2002 bid involved improper gifts and benefits exposed major weaknesses in IOC oversight. The scandal damaged the IOC’s credibility and raised questions about how host cities were chosen, including how members were influenced. It became one of the defining governance controversies of Samaranch’s presidency, forcing the IOC to pursue reforms to restore trust.
In March 1999, the IOC expelled several members for corruption connected to the Salt Lake City bidding scandal—an unusually strong disciplinary step for the organization. The expulsions marked a turning point: the IOC publicly acknowledged that its own conduct and rules were under scrutiny. This moment helped set the stage for more formal ethics and bidding reforms in the years that followed.
In July 2001, the IOC elected Jacques Rogge as Samaranch’s successor during the 112th IOC Session in Moscow. The leadership change came after two decades of expansion and commercialization, but also after major ethical controversies that pushed the IOC toward reform. Samaranch’s presidency ended with the IOC more financially secure and globally prominent, yet facing lasting debates about governance, transparency, and the role of politics in sport.
