This showed the crisis had shifted from immediate panic to prolonged difficulty in funding normal banking operations.
NAMA was established as a statutory body in late 2009, with a clear mandate to acquire and manage property-related loans from participating banks. By moving these loans into a separate agency, Ireland aimed to reduce uncertainty about banks’ solvency (ability to absorb losses) and support broader financial stability. The agency’s creation also increased the State’s exposure to the costs of bank restructuring.
The State issued promissory notes—government IOUs designed to count as bank capital—to support Anglo Irish Bank (and later Irish Nationwide). This device aimed to meet regulatory capital requirements while spreading cash outflows over time. It became a central and controversial part of how Ireland financed banking losses during the crisis period.
With banking losses and the public deficit under pressure, Ireland formally requested international financial assistance from the European Union, euro-area partners, and the IMF. The request reflected the “bank-sovereign link,” where bank problems and government borrowing costs reinforced each other. It marked the transition from national measures to an externally supported stabilization program.
Irish authorities and the “Troika” (European Commission, ECB, and IMF) reached a technical-level agreement on a three-year adjustment program. The package combined bank restructuring and recapitalization with fiscal measures aimed at restoring market confidence. This agreement prepared the way for formal approvals and financing commitments.
The IMF Executive Board approved a three-year lending arrangement for Ireland as part of the wider €85 billion financing package. This decision unlocked IMF funding and reinforced the program’s policy conditions, including banking-sector repair and deficit reduction. It also signaled international backing intended to stabilize Irish government borrowing costs.
Ireland’s Central Bank published the Financial Measures Programme Report, including the PCAR 2011 (a stress test of bank capital under severe economic scenarios). The results set new capital targets and forced major recapitalisation and restructuring plans. This was a key step in making bank losses clearer and reducing uncertainty about bank solvency.
Anglo Irish Bank and Irish Nationwide Building Society were merged under a High Court order, and the combined entity was renamed the Irish Bank Resolution Corporation (IBRC). The new bank was intended to be worked down over time rather than operate as a normal commercial lender. This merger was part of simplifying the crisis-era banking landscape and managing failed institutions under State control.
Ireland completed the EU-IMF program period and moved into post-programme surveillance, during which EU institutions monitor repayment capacity and remaining risks. The end of the program marked a shift from emergency external financing toward normal market funding. However, the long-term legacy remained: large public debt and ongoing oversight tied to outstanding official loans.
