The aim was to reduce pressure on bank funding markets while banks worked to strengthen their balance sheets. This was an important bridge measure before the major October 2008 recapitalisations.
The UK government announced a broad rescue package aimed at stabilising the financial system, including a Bank Recapitalisation Scheme and a state guarantee for new bank debt. The plan sought to restore confidence by strengthening bank capital (loss-absorbing buffers) and improving access to funding. This announcement marked the shift from ad hoc interventions to a coordinated system-wide approach.
The government reached recapitalisation agreements that combined ordinary shares and preference shares, effectively placing large parts of major banks under public ownership and influence. The Credit Guarantee Scheme (CGS) began operating, allowing eligible banks and building societies to issue new senior unsecured debt backed by a government guarantee for a fee. The goal was to help banks refinance wholesale funding and reduce the risk that markets would freeze entirely. It complemented recapitalisation by targeting the funding side of the crisis.
UK Financial Investments (UKFI) was established to manage the government’s bank shareholdings on a commercial basis and at arm’s length from day-to-day politics. This created a clearer governance structure for holding stakes and planning eventual exits. UKFI became central to the long-running process of stewardship and later sell-downs.
Lloyds completed its takeover of HBOS, forming what became Lloyds Banking Group. The merger occurred alongside continuing state support measures, with the government preparing to invest in the merged group as previously outlined. The combined bank’s scale and risk profile made it a key focus of post-crisis restructuring and oversight.
The government set out the Asset Protection Scheme (APS), designed as insurance-like protection against extreme credit losses on specified pools of bank assets. The structure required banks to take a first-loss layer and then share further losses with the state, aiming to reduce uncertainty about bank solvency. Lloyds’ planned participation and terms were explained in Parliament, illustrating how support was shifting from cash injections to risk guarantees.
Northern Rock confirmed plans to separate its healthier retail banking operations from the riskier legacy mortgage and funding assets. This “good bank/bad bank” style split was intended to support repayment and create a clearer path to eventual re-privatisation of viable operations. It reflected a broader crisis-management approach: isolate troubled assets to stabilise core banking functions.
RBS acceded to the Asset Protection Scheme, receiving government loss protection on a defined pool of assets in exchange for fees and capital-related arrangements. This step aimed to reduce tail-risk losses and support market confidence in RBS’s balance sheet while it restructured. It marked a key phase of the rescue: moving beyond initial recapitalisation toward managing longer-term credit and legacy-asset risks.
Northern Rock’s restructuring took effect, creating a new Northern Rock plc to hold savings and some mortgage business, while Northern Rock (Asset Management) retained much of the legacy mortgage book and related obligations. The split aimed to protect core retail functions and make the “good” bank easier to return to the private sector. It also clarified which parts of the former bank would remain in public ownership longer term.
The CGS stopped accepting new guaranteed debt issuance, signalling reduced reliance on emergency state guarantees for bank funding. While guarantees and exposures continued to run off after this date, the closure indicated that market conditions and bank funding access had improved from the worst crisis period. This helped mark the transition from acute rescue operations to longer-term restructuring and exit planning.
