The Securities Exchange Act of 1934 expanded federal securities regulation beyond new offerings to include trading markets (the “secondary market”). It created the Securities and Exchange Commission (SEC) to enforce rules against market manipulation and to oversee exchanges, brokers, and dealers. This shifted U.S. securities regulation from scattered responses to a permanent federal system.
Congress increased the basic FDIC insurance coverage limit to $5,000 effective July 1, 1934. Raising the limit broadened protection for depositors and reinforced the goal of preventing bank runs. It also reflected growing political commitment to deposit insurance as a stability tool.
After the SEC was created, it began organizing staff, writing rules, and enforcing the new disclosure and anti-manipulation framework. This mattered because laws alone do not change market behavior unless a regulator can interpret, implement, and enforce them. The SEC’s early work helped make federal securities regulation a day-to-day reality for issuers and brokers.
The Banking Act of 1935 rebalanced power within the Federal Reserve System and strengthened the structure of U.S. monetary governance. By late 1935, the core New Deal banking and securities reforms were in place: bank stabilization through deposit insurance and structural limits, and market oversight through the SEC. These institutions and rules reshaped how banks took risks and how securities were sold and traded.
