Congress enacted the Gold Standard Act, formally setting gold as the standard of value for the U.S. dollar. Clearer rules about redemption and value helped shape investor expectations for long-term federal bonds, especially in an era of debate over gold versus silver.
After the Panic of 1907, Congress passed the Aldrich–Vreeland Act to allow emergency currency and to study reforms through the National Monetary Commission. This work helped prepare the policy shift toward a central bank, which would later influence how government debt and money markets functioned together.
Congress created the Federal Reserve System to improve banking stability and provide an “elastic” currency (money supply that can expand or contract with conditions). Although major changes to Treasury issuance practices came later, the Fed’s creation marked a turning point in the institutions surrounding U.S. government debt and the bond market as the country entered the modern financial era.
