Russia joined the International Monetary Fund (IMF), signaling a push to integrate with global financial institutions during its early post-Soviet economic transition. This step mattered because IMF membership shaped later policy advice and financing tied to exchange-rate management and fiscal reforms.
The Russian Central Bank ended multiple exchange rates by setting a single, market-based ruble rate that applied more uniformly to users, including foreign businesses. This was an early step toward currency liberalization, but it did not yet create full, freely traded convertibility in global markets.
Russia approved issuance of short-term, ruble-denominated government bonds known as GKOs. These securities later became a central tool for financing the state, but they also increased rollover risk because the government needed to repeatedly refinance maturing debt.
Russia held its first GKO auction, putting the new short-term bond program into operation. Over time, reliance on these bonds helped fund budget needs, but it also made the financial system more vulnerable if investor demand weakened.
The ruble fell sharply in a single day of trading and became known as “Black Tuesday.” The event highlighted how unstable expectations and policy coordination problems could quickly undermine confidence in Russia’s currency market.
Russia’s government and central bank restricted the ruble’s movement against the U.S. dollar by setting an official trading band (a “corridor”). This aimed to reduce inflation and stabilize expectations, but it required reserves and interest-rate policy to defend the band.
Foreign investors were allowed to participate in GKO trading, widening the buyer base for Russian government debt. This helped finance the state and supported the exchange-rate corridor, but it also increased exposure to sudden capital outflows if sentiment changed.
Russia launched a monetary reform that removed three zeros from the currency (1 new ruble equaled 1,000 old rubles). The reform mainly simplified prices and accounting, but it did not solve underlying fiscal and debt-financing weaknesses.
The IMF approved expanded financial support for Russia as part of efforts to stabilize the economy and back the government’s 1998 program. This support was intended to bolster confidence, but it depended on Russia’s ability to improve revenues and implement reforms fast enough to calm markets.
Russia announced a major shift: it devalued the ruble (by widening the trading band), moved to restructure ruble-denominated government debt, and imposed a temporary moratorium on certain external obligations. These actions marked the formal start of the 1998 financial crisis and triggered banking failures and a sharp loss of confidence.
After the August decision, the ruble fell far beyond the earlier corridor levels as the central bank stopped trying to hold a stable rate with reserves. The rapid depreciation worsened inflation and balance-sheet stress, especially for banks and firms with foreign-currency exposure.
By late 1998, Russia had effectively moved away from defending a fixed band and toward a more flexible exchange rate after the default and devaluation. The crisis reset the financial system through debt restructuring and bank failures, and it became a turning point for later policy choices about exchange-rate management and financial regulation.
