In the early 19th century, colonial authorities and commercial interests began more systematic efforts to expand cotton cultivation and improve quality. These efforts were tied to global supply concerns and industrial demand for raw cotton, not just local textile needs.
By the 1820s, India was exporting significant quantities of raw cotton, with the Bombay region a major outlet. This marked a shift toward large-scale, overseas-oriented commodity flows that would deepen in later decades.
During the first half of the 1800s, imports of machine-made cotton cloth from Britain rose sharply, undercutting many hand-spinning and hand-weaving livelihoods. This change tied Indian cotton farming more closely to raw-material supply for industry, while finished cloth increasingly came from overseas mills.
Entrepreneurs in Bombay began building mechanized cotton textile production, reducing dependence on imported cloth for some markets. The Bombay Spinning and Weaving Company is widely cited as a landmark early mill, showing how cotton cultivation and export were becoming linked to domestic industrialization too.
The U.S. Civil War disrupted American cotton supplies to world markets, driving a temporary surge in demand for Indian raw cotton. Many Indian regions expanded cotton acreage and commercialization rapidly, but the boom also increased debt and risk for cultivators when prices later fell.
In 1875, peasants in parts of western India revolted against intense indebtedness, often tied to commercial agriculture and volatile cotton prices after the wartime boom ended. The riots highlighted how export-oriented cotton cultivation could increase reliance on credit and deepen vulnerability to market shocks.
In 1905, the Swadeshi Movement formally launched a boycott of British goods and promoted Indian-made products, including cloth. For cotton, it helped connect consumer choices and nationalist politics to the structure of colonial trade, even though the movement’s intensity declined within a few years.
In 1911, the British government announced the reversal of the 1905 Partition of Bengal, reflecting the political impact of mass protest. Economic grievances—including anger at colonial control over markets and goods—remained central to nationalist arguments that often used cloth and cotton as symbols of self-rule.
In 1919, the Government of India appointed an Indian Cotton Committee to examine problems in cotton quality and marketing. The committee’s work reflected a growing recognition that cotton’s export value depended on consistent grading, testing, and better cultivation practices.
In March 1921, the Indian Central Cotton Committee was constituted to support cotton improvement and standardization. This was part of a broader shift toward formal institutions that could fund research, testing, and market development for a commodity central to colonial-era trade.
The Cotton Cess Act of 1923 created a dedicated fund for improving cotton growing, marketing, and manufacture by levying a cess on cotton exported and on cotton consumed in mills. The act linked trade flows to a structured financing mechanism for industry-wide upgrades.
In April 1944, a catastrophic explosion and fire at Bombay’s docks caused major loss of life and extensive economic disruption. Investigations identified cotton bales as likely involved in the fire’s origin, underscoring how densely cotton, shipping, and wartime logistics were intertwined.
On 18 July 1947, the Indian Independence Act received Royal Assent, setting the legal path to the end of British rule in August 1947. Independence and Partition reshaped cotton cultivation and export patterns by dividing key producing and industrial regions across new borders, forcing major adjustments in supply chains and markets.
