As trading volume grew, the exchange expanded its space beyond its initial rooms at 1 Hanover Square into adjoining premises. This expansion reflected the increasing use of standardized contracting, including forward-style and futures-style dealing, to manage price risk in the cotton trade. Larger facilities also supported more participants and faster price discovery.
The Cotton Exchange moved from 1 Hanover Square to a new headquarters on an adjacent block, marking a major upgrade in scale and permanence. Purpose-built space supported a more complex market with standardized grades, delivery points, and trading practices needed for reliable futures contracts. This shift helped cement New York’s role in national and international cotton price setting.
The U.S. Department of Agriculture began producing physical cotton standards for grade, an early step toward more consistent classification. Reliable grading matters to futures because contracts typically specify deliverable quality (what can be delivered to settle a contract). Standardization reduced disputes and improved trust in prices tied to contract-defined cotton.
Congress passed the Cotton Futures Act of 1914, aiming to reduce manipulation by tying futures trading to defined cotton standards and regulatory requirements.
