The International Federation of Organic Agriculture Movements (IFOAM) was founded in 1972 to give the growing organic farming movement a shared international voice. Over time, this helped make “organic” a more organized, standards-based concept across countries. That foundation later supported the rise of organic cotton and organic-textile standards.
The first widely recognized Fairtrade consumer label (Max Havelaar) launched in the Netherlands in 1988. It demonstrated that certification labels could move ethical trade beyond niche “world shops” into mainstream retail. This model later expanded from coffee into other commodities, including cotton.
The Fairtrade Foundation was established in 1992 as the UK’s Fairtrade labeling and promotion organization. It helped build consumer recognition for a common mark, supporting growth in certified supply chains. This expansion mattered for cotton because it increased brand and retailer demand for certified commodities.
In 1997, national Fairtrade labeling initiatives formed Fairtrade Labelling Organizations International (FLO), now known as Fairtrade International. This helped harmonize standards across countries so buyers and producers could use a shared system. A unified system later made it easier to add cotton as a certified product category.
In 2002, Fairtrade introduced an international certification mark used across many countries. A shared mark lowered confusion for consumers and simplified sourcing for global brands. This step supported scaling Fairtrade beyond food into products like cotton textiles.
Organic Exchange (later Textile Exchange) was founded in 2002 to grow organic cotton supply by working across the value chain, from farms to brands. It helped connect sourcing commitments with production and reporting. This contributed to organic cotton becoming a mainstream sustainability option for textile buyers.
In 2002, stakeholders formed an international working group to create a globally recognized organic textile standard. The goal was to reduce confusion caused by many competing rules and labels. This process laid groundwork for consistent requirements for organic cotton processing (spinning, dyeing, manufacturing), not just farming.
In 2003, FLO-CERT was created to provide independent auditing and certification for Fairtrade supply chains. Separating standard-setting from certification aimed to improve credibility and consistency. This mattered for cotton because textile supply chains are complex and require verification from farm through trading steps.
In 2005, a WWF-led multi-stakeholder roundtable helped generate the idea for what became the Better Cotton Initiative. The approach focused on improving conventional cotton farming practices at scale, not only supporting niche markets. This broadened sustainability work in cotton beyond “organic” and “fair trade” models.
After several years of negotiation, the Global Organic Textile Standard (GOTS) was established in 2006 and the first certification was completed. GOTS created a single, internationally used framework for organic textiles, including processing and social criteria. This made “organic cotton” claims more verifiable for finished textile goods.
In 2009, the Better Cotton Initiative (BCI) was officially launched and published its first global standard. This created a large-scale, multi-stakeholder program designed to improve environmental practices and livelihoods in cotton farming. The launch marked a shift toward mainstream sustainability efforts in global cotton markets.
In 2010, Better Cotton moved from preparation into implementation, focusing on regions including Brazil, India, Pakistan, and West & Central Africa. Implementation translated standards into on-the-ground training and licensing systems. This step was important because it linked brand sourcing commitments to measurable farm-level change.
In 2015, OEKO-TEX launched the MADE IN GREEN label to combine product safety testing with more responsible production and supply-chain transparency. The label’s traceability approach reflected growing demand for clearer proof behind sustainability claims. For cotton textiles, this supported a market trend toward documenting factory conditions and production steps, not only fiber origin.
Fairtrade International implemented new Minimum Prices for cotton that took effect on October 1, 2025, with increases intended to reflect higher production costs and inflation. It also maintained organic cotton at a premium relative to non-organic cotton and raised the Fairtrade Premium for certified cotton. This illustrates how fair trade initiatives continue to adjust price tools to keep cotton certification economically relevant for farmers.
