In the 1540s, refined sugar production began in London when a skilled refiner from Antwerp, Cornelius Bussine, helped establish an early “sugarhouse” (a refinery that boiled and clarified raw sugar into usable forms). This set the basic model—import raw sugar by river, refine near fuel and water, and sell into a growing urban market.
By the late 1500s, sugar refining had expanded eastward from the City of London into Stepney, showing that the industry was no longer confined to the central riverfront. A Stepney sugarhouse was reported in 1597 with stock valued at £14,000, indicating that refining was already capital-intensive and profitable.
The Great Fire of London (starting 1666-09-02) destroyed large parts of the City and badly disrupted commercial activity, including riverside warehouses and stores tied to overseas imports. Rebuilding after the fire helped reshape where industries operated and how the City managed crowded, high-risk trades like sugar refining.
By 1698, sugar refining had spread into Whitechapel, a sign that the industry was moving into London’s eastern suburbs where land was cheaper and access to the Thames remained good. This area later became strongly associated with large, fuel-hungry refineries and related trades (warehousing, coopering, and shipping services).
In 1710, Sir Richard Grosvenor obtained a licence to develop Grosvenor Square and surrounding streets, laying the groundwork for the West End’s new residential district. This matters to sugar refining because later industrial uses in or near the West End increasingly conflicted with elite residential development, pushing noxious industries outward over time.
In 1726, a prominent sugarhouse operation was established in Whitechapel (around Half Moon Passage / Half Moon Alley), illustrating how refining businesses could be tied to West Indies trade and plantation wealth. These refineries combined industrial processing with offices, storage, and often an owner/manager’s residence on-site.
By about 1750, London was said to have around eighty sugarhouses—far more than any other British city—reflecting massive demand for sweeteners and the advantages of refining close to the main import port. The industry was also known for smoke, smells, and frequent fire risk, factors that increasingly shaped where refineries could operate.
On 1772-06-22, the court decision in Somerset v Stewart held that an enslaved person could not be forcibly removed from England for sale abroad without positive law authorizing it. The ruling did not end slavery across the British Empire, but it strengthened abolitionist momentum that later challenged the plantation system supplying raw sugar to London refineries.
In 1799, an Act of Parliament authorized construction of the West India Docks on the Isle of Dogs and established the West India Dock Company. The project aimed to reduce congestion, theft, and delays for valuable imports—especially sugar—by moving unloading and storage into a secured wet-dock and warehouse system.
In 1802, the first West India Docks opened, providing large-scale warehousing for commodities such as sugar, rum, and molasses. This changed the supply chain for London refiners: raw sugar could be landed, stored, and released more reliably, which supported larger, more continuous refinery operations.
The Slave Trade Act received royal assent on 1807-03-25 and came into force on 1807-05-01, prohibiting the British transatlantic slave trade. Sugar production in the Caribbean still relied on enslaved labor, but the legal and political direction of British policy had shifted, adding pressure to the plantation economy that supplied London refineries.
The Slavery Abolition Act received royal assent on 1833-08-28 and commenced on 1834-08-01, beginning a transition away from legal slavery in most British colonies. Because London’s sugar refining depended heavily on imported cane sugar, emancipation and the post-emancipation labor system reshaped costs, supply reliability, and the politics surrounding “free” vs. “slave-grown” sugar.
In 1846, Parliament passed the Sugar Duties Acts, which equalized import duties for sugar from British colonies. This was part of a wider shift toward freer trade and altered the competitive balance in the UK sugar market, affecting which raw sugars were cheapest for London refiners to buy and refine.
By the mid-1800s, large London refinery sites faced mounting pressure from changing trade conditions and the rising value of central urban land. A major Whitechapel sugarhouse site (built around 1785 and still refining later) was described by auctioneers as better suited to redevelopment into warehouses and modern commercial buildings—signaling the waning of London’s dense sugarhouse landscape by about 1850.
