Great Canadian Oil Sands (GCOS), backed by Sun Oil, officially opened a commercial-scale oil sands operation near Fort McMurray. This marked the start of sustained industrial development of Alberta’s oil sands and provided a real-world test of mining and upgrading (turning bitumen into synthetic crude).
Alberta passed the Oil Sands Conservation Act to create a clearer legal framework for developing oil sands resources. The act supported licensing and oversight for large projects at a time when oil sands were moving from experimentation toward long-term industrial planning.
Construction began on the Syncrude project at Mildred Lake, the next major oil sands “mega-project” after GCOS. The project’s scale and complexity required new approaches to engineering, logistics, and financing, and it signaled industry confidence in long-term oil sands development.
The Government of Alberta established the Alberta Oil Sands Technology and Research Authority (AOSTRA). Its mission was to fund and coordinate research to make oil sands recovery more efficient and economical, especially for deep deposits that could not be surface-mined.
Syncrude’s Mildred Lake plant officially opened, becoming Alberta’s second large commercial oil sands mining-and-upgrading operation. The start-up expanded total output and helped normalize oil sands as a significant part of Canada’s petroleum supply.
Canada introduced the National Energy Program (NEP), aiming to increase energy security and Canadian ownership while changing taxes and incentives. The policy became a major point of conflict with Alberta and shaped investment conditions for oil sands and other petroleum projects in the early 1980s.
AOSTRA initiated the Underground Test Facility (UTF) project to test steam-assisted gravity drainage (SAGD), a method that uses injected steam to heat bitumen so it can drain to a production well. UTF helped demonstrate that deep oil sands could be produced without surface mining, enabling large future growth in “in-situ” projects.
The UTF opened and began testing horizontal well pairs and steam injection at field scale. Its results helped shift industry expectations by showing that high recovery from deep oil sands could be technically feasible, supporting later commercial SAGD expansion across Alberta.
Suncor advanced plans for the Steepbank Mine project, a major expansion intended to bring additional mined oil sands into the Base Plant system. This project reflected the 1990s shift toward larger, more integrated operations and new material-handling methods like hydrotransport slurry pipelines.
After regulatory approval and construction, the Muskeg River Mine (Albian Sands) fed its first ore into the plant. This was an important early-2000s expansion that added new mining capacity and linked oil sands production more tightly to upgrading and refining systems.
Alberta’s energy regulator issued Directive 074, setting tailings performance criteria and requirements for oil sands mining schemes. The directive aimed to reduce long-lived fluid tailings and increase accountability for managing the large volumes of waste material produced by mining operations.
Suncor’s merger with Petro-Canada became effective, creating a larger integrated company combining upstream production with downstream refining and retail strengths. The consolidation mattered for oil sands development because it strengthened financing capacity and expanded market integration for Alberta production.
A court found Syncrude guilty on charges related to the deaths of more than 1,600 ducks that landed on a tailings pond in April 2008. The case became a widely cited example of the environmental risks of tailings management and increased public pressure for stronger oversight.
Canada’s Oil Sands Innovation Alliance (COSIA) was established by major oil sands producers to collaborate on environmental performance improvements. By sharing technologies and research, the group aimed to reduce duplication and speed progress in areas like water use, land, tailings, and greenhouse gas emissions.
Alberta announced its Climate Leadership Plan, including an economy-wide carbon price and a 100-megaton-per-year limit on oil sands emissions (with specified provisions). The plan marked a policy shift: future oil sands growth would be increasingly tied to lowering emissions per barrel rather than only expanding output.
