Along the coast near Summerland, California, drillers extended wooden piers into shallow water and drilled wells from the pier decks. This is widely cited as the first successful step from onshore drilling into offshore environments, using familiar land-rig methods over water. The approach showed that oil-bearing formations could be reached from structures built into the sea.
Early offshore work gradually shifted from beach-adjacent piers to purpose-built platforms that could stand in open water. This transition mattered because it separated offshore drilling from the limits of nearshore construction and surf conditions, setting the stage for larger structures and deeper water operations. It also pushed engineers to improve foundations, lifting systems, and offshore logistics.
The United States passed the Outer Continental Shelf Lands Act (OCSLA), defining federal authority over submerged lands beyond state waters and authorizing the Department of the Interior to manage leasing and regulation. This legal framework helped scale offshore development by making leasing and oversight more systematic. It also shaped how technology and operations would be governed offshore.
The drillship CUSS I, developed by an oil-company consortium, became a key test platform for drilling in deeper water conditions than typical fixed platforms allowed. Its use highlighted the need for ships that could drill while floating, expanding offshore work away from seafloor-supported structures. These experiments helped connect ocean engineering with drilling practice.
A submersible rig’s unexpectedly stable behavior while being towed at partial submergence led to operating it as a floating unit with reduced wave motion. This became the practical breakthrough behind semi-submersibles, which float but are designed to limit heave (up-and-down motion). Semi-submersibles later became a major tool for deeper and rougher-water drilling.
During Project Mohole tests, engineers used CUSS I to pioneer dynamic positioning—thrusters and controls that keep a vessel on location without anchoring. This reduced reliance on moorings in very deep water and made floating drilling more practical. Dynamic positioning later became a core capability for deepwater drillships and some installation vessels.
ODECO delivered Ocean Driller in 1963 as the first semi-submersible designed from the start for drilling, rather than converted from another rig type. Purpose-built designs improved stability, payload, and operating capability, supporting expansion into deeper waters. This marked a shift from one-off adaptations toward specialized offshore drilling fleets.
A blowout during drilling on Platform A in the Santa Barbara Channel released large amounts of oil, triggering major public backlash. The spill became a turning point for environmental regulation and political scrutiny of offshore drilling. It also increased pressure for better well control practices and stronger safety and spill-response planning.
The Ixtoc I exploratory well blew out in Mexico’s Bay of Campeche, producing a months-long offshore spill. The incident showed how difficult it can be to stop uncontrolled flow at sea and manage a large spill footprint. It pushed more attention toward blowout prevention, relief-well planning, and offshore spill science.
Conoco’s Hutton project in the North Sea was the first tension-leg platform (TLP) installed and permanently tethered to the seafloor. TLPs are floating platforms held down by vertical tendons, reducing up-and-down motion and allowing operations in deeper water than many fixed platforms. This was a key step toward deepwater production systems that could remain stable for drilling and production.
Shell’s Auger TLP began producing in the Gulf of Mexico in very deep water (about 2,850 feet), demonstrating that a major drilling-and-production facility could operate far beyond the depth range of earlier fixed platforms. It also drove advances in deepwater construction, mooring/tendon systems, and subsea components needed to connect wells to floating facilities. Auger helped establish the Gulf of Mexico as a leading deepwater technology center.
The Neptune project installed and christened the first production spar in the Gulf of Mexico. Spars are tall floating cylinders with most of the hull submerged, which improves stability in waves and makes them suitable for deep water. This added another major platform type to the offshore toolkit alongside semi-submersibles and TLPs.
Petrobras reported installing a large subsea gas-lift manifold in the Roncador field at about 1,885 meters water depth, presented as a world record at the time. Subsea equipment like this supports deepwater production by distributing injection gas and managing flow without needing all processing at the surface. The milestone reflected how deepwater development increasingly relied on complex subsea systems paired with floating production.
An explosion on the Deepwater Horizon drilling unit at the Macondo well killed 11 workers and led to a massive Gulf of Mexico oil spill. Investigations emphasized failures in barriers like cement integrity, well control, and risk management during temporary abandonment. The event became a major endpoint for this era of offshore technology development, driving tighter safety expectations and changes in offshore regulatory and operational practice.
