A military coup on 1958-07-14 overthrew Iraq’s monarchy and created a republic. The new leadership pursued stronger state control over key resources, including oil, and challenged the long-standing power of foreign concession holders. This political shift set the stage for later legal and institutional changes in the oil sector.
In September 1960, Iraq joined Iran, Kuwait, Saudi Arabia, and Venezuela to create OPEC at the Baghdad Conference. OPEC aimed to coordinate member petroleum policies and strengthen producer influence over prices and production terms. For Iraq, membership reinforced the idea that oil policy was a core part of national economic sovereignty.
In 1961, Iraq enacted Public Law 80, taking back most of the Iraq Petroleum Company’s (IPC) concession area. The law reduced the foreign consortium’s control over exploration territory and gave the government room to plan state-led development. It was a major turning point from negotiated royalty arrangements toward direct state control.
In 1966, the Iraqi government established the Iraq National Oil Company (INOC). INOC was designed to run upstream oil activities (exploration and production), while other state bodies already handled refining and domestic distribution. The new company gave Iraq an operating tool—not just laws—to expand state participation in the industry.
In 1967, Iraq and the Soviet Union signed a protocol linked to technical and financial support for Iraq’s state oil efforts. This support helped Iraq build capacity for exploration and field development at a time when relationships with IPC were deteriorating. It also signaled that Iraq was willing to seek external partners outside Western oil companies.
On 1968-07-17, the Ba’ath Party seized power in Iraq, bringing a government that emphasized economic nationalism and centralized planning. Control of oil revenue was central to state-building goals, including industrial projects and expanded public services. This political consolidation helped Iraq pursue more decisive steps against IPC.
On 1972-04-07, Iraq moved to develop the North Rumaila field under state direction, with assistance connected to Soviet cooperation. Developing large fields under national institutions strengthened Iraq’s bargaining position in disputes with IPC. It also demonstrated that Iraq could expand production without relying on the old concession structure.
On 1972-06-01, Iraq announced and enacted the full nationalization of IPC’s operations in Iraq (often cited as Law No. 69 of 1972). This transferred control from the foreign consortium to the Iraqi state through INOC, ending the core IPC concession system. Nationalization reshaped Iraq’s oil industry by concentrating upstream authority and revenues under government control.
After war began in September 1980, Iraqi oil facilities and export routes became targets and suffered damage, constraining production and sales. The conflict increased risk around terminals and pipelines, and forced Iraq to adjust export logistics while financing a costly war. Oil remained the economic backbone, but wartime conditions reduced the sector’s reliability.
In 1987, Iraq effectively froze INOC and merged key functions into the Ministry of Oil, changing how the sector was managed. This shift concentrated both regulation and operations more directly under the ministry. The reorganization reflected a move toward tighter centralized control during the late Saddam-era state system.
Following Iraq’s invasion of Kuwait (beginning 1990-08-02), the UN Security Council adopted Resolution 661 on 1990-08-06, imposing broad trade and financial sanctions. These restrictions sharply limited Iraq’s ability to export oil and import many goods, creating major economic strain. Sanctions turned oil from a development engine into a tightly controlled, internationally monitored commodity.
On 1995-04-14, the UN Security Council adopted Resolution 986, creating a mechanism later known as the Oil-for-Food Programme. It allowed limited Iraqi oil exports, with proceeds placed under UN control to fund humanitarian supplies. The program linked Iraq’s oil sales to international oversight and aimed to ease civilian hardship under sanctions.
On 1996-12-10, Phase I of the Oil-for-Food Programme began with the pumping of Iraqi oil for export. This marked the start of a new, constrained operating environment where oil revenue flows were routed through UN escrow accounts and monitored purchasing channels. While it enabled some exports, it also underscored Iraq’s reduced sovereignty over oil income during the sanctions era.
In 1998, Iraq founded the State Organization for Marketing of Oil (SOMO) as the national oil marketing entity. SOMO became central to selling Iraqi crude, especially in a context where exports were politically sensitive and often internationally regulated. Creating a dedicated marketer separated export sales functions from field operations and ministry administration.
In 2003, the US-led invasion toppled Saddam Hussein’s government, ending the political system that had managed Iraq’s oil sector since the late 1960s. The change created a transition period for oil governance, with debates over institutions, revenue sharing, and rebuilding damaged infrastructure. This marks the endpoint of the 1958–2003 arc of nationalization-centered industry control under successive republican governments.
