Delegates from Iran, Iraq, Kuwait, Saudi Arabia, and Venezuela met in Baghdad and agreed to create OPEC. The new organization aimed to coordinate petroleum policies and respond to price cuts set by major international oil companies through the posted-price system. This meeting set the foundation for producer-country cooperation in global oil markets.
In January 1961, OPEC was formally constituted, turning the Baghdad agreement into a functioning intergovernmental organization. This step mattered because it gave members a continuing forum to coordinate positions on oil pricing and concessions, rather than acting only through one-time meetings.
At OPEC’s second meeting in Caracas, the founder members adopted the OPEC Statute under Resolution II.6. The Statute defined the organization’s aims—such as coordinating petroleum policies and working toward stable prices—and provided rules for how OPEC would operate.
OPEC registered with the United Nations Secretariat, an important step for international recognition and diplomatic standing. This helped OPEC present itself as a legitimate multilateral organization representing the interests of producing states in global economic discussions.
After operating from Geneva, OPEC moved its headquarters to Vienna. The relocation strengthened OPEC’s ability to function as a permanent organization by placing it in a host city willing to support its diplomatic needs and ongoing meetings.
Kuwait, Libya, and Saudi Arabia signed an agreement in Beirut establishing the Organization of Arab Petroleum Exporting Countries (OAPEC). While separate from OPEC, OAPEC later became a key vehicle for coordinated Arab production cutbacks and embargo policies during the 1973 crisis, shaping how “oil and politics” interacted.
As market conditions tightened, OPEC pushed for higher government take from oil operations. A Caracas meeting established 55% as a minimum tax rate and pressed for changes in posted prices to reflect currency and market realities. This increased pressure on oil companies and set up major negotiations in 1971.
Persian Gulf OPEC members reached a major settlement with oil companies in Tehran. The agreement increased posted prices (the benchmark used to calculate taxes and royalties) and stabilized a higher tax rate, marking a turning point where producing countries negotiated from a stronger position. It showed that OPEC members could win coordinated concessions from international companies.
During the 1973 Arab-Israeli war, OPEC members announced a sharp posted-price increase, raising the reference price from about $3.01 to $5.12 per barrel. This move signaled that producer governments—not the major oil companies—could set key pricing terms. It helped trigger a broader global energy and inflation shock.
Arab oil producers curtailed production and imposed an embargo against selected countries, including the United States and the Netherlands. The embargo and associated supply cuts intensified fuel shortages and contributed to lasting changes in energy policy and consumption in many importing countries. Even after the embargo ended, higher oil prices and new producer leverage remained.
OPEC heads of state met in Algiers and concluded with a 14-point “Solemn Declaration.” The declaration linked oil issues to wider economic debates, including raw materials, monetary instability, and calls for a new international economic order. This summit marked OPEC’s peak political visibility as well as its economic influence.
OPEC members established a collective financial facility—originally called the OPEC Special Fund—to channel development support to non-member developing countries. This broadened OPEC’s role beyond oil pricing and supply, using oil revenues to support development finance as part of South–South cooperation.
At a meeting in Abu Dhabi, OPEC decided to raise crude oil prices in staged steps during 1979, ending a price freeze that had been in place since the mid-1970s. These decisions—made as markets tightened during the Iranian Revolution—contributed to what is often called the second oil shock and reinforced OPEC’s central role in oil price setting.
OPEC members converted the earlier temporary Special Fund into a permanent legal entity, the OPEC Fund for International Development. This institutionalized a long-term “legacy” of the 1970s oil revenue surge: using part of producer gains to finance infrastructure and social projects in other developing countries.
