In the mid-1990s, Mitchell Energy expanded drilling in the Barnett Shale near Fort Worth, Texas, trying to make gas flow from very low-permeability (“tight”) rock. This period set the stage for later breakthroughs by pairing new completion methods with growing operational experience. The Barnett became an early test case for modern shale techniques.
In 1997, Mitchell Energy successfully applied “slickwater” hydraulic fracturing (water with additives that reduce friction) in the Barnett Shale. This approach helped lower completion costs and improved gas recovery compared with earlier gel-based fracs. The result was a key technical step toward economically viable shale production.
In 2002, Devon Energy completed its acquisition of Mitchell Energy, inheriting large Barnett Shale leasehold and production. Devon then increased development pace and broadened the use of horizontal wells and multi-stage fracturing in the play. This corporate shift helped move shale development from experimentation to large-scale manufacturing-style drilling.
By 2003, Devon reported dozens of Barnett horizontal wells connected to production and planned many more. Horizontal drilling matters in shale because it exposes much more rock than a vertical well, creating a longer contact zone for fractures to stimulate. The growing use of horizontals was a practical sign that shale methods were becoming repeatable at field scale.
In 2004, a high-performing Fayetteville Shale well helped trigger a rapid increase in drilling and leasing in Arkansas. The play demonstrated that the Barnett-style combination of horizontal drilling and hydraulic fracturing could be replicated outside North Texas. This helped accelerate industry confidence that shale development could expand across multiple basins.
In 2004, the U.S. Environmental Protection Agency (EPA) issued a major report on hydraulic fracturing for coalbed methane and potential impacts on underground drinking water sources. While focused on a specific application, the work became part of a broader national debate about how fracking should be regulated. The policy questions raised here shaped later federal and state actions as shale drilling expanded.
On August 8, 2005, the Energy Policy Act amended the Safe Drinking Water Act’s Underground Injection Control provisions so most hydraulic fracturing (except when diesel fuels are used) was not regulated as underground injection. Supporters argued states were already regulating drilling, while critics said the change weakened federal safeguards. This legal shift became a lasting reference point in fracking policy disputes.
From 2007 to 2011, U.S. shale gas production grew rapidly, moving from a small share of total natural gas output to a major contributor. Increased shale supply helped push U.S. natural gas prices downward compared with the late-2000s peak. Cheap gas later influenced power generation and industrial investment, reinforcing the economic importance of shale drilling.
By the early 2010s, operators increasingly applied horizontal drilling and multi-stage hydraulic fracturing to oil-bearing “tight” formations such as the Bakken (North Dakota) and Eagle Ford (Texas). This marked a shift from a shale gas story to a shale oil story, changing U.S. crude supply trends. The new output helped reverse decades of declining U.S. oil production.
On April 20, 2010, the Macondo well blowout caused the Deepwater Horizon explosion and a major Gulf of Mexico oil spill. The event intensified scrutiny of offshore drilling risks and regulation. It also added political and economic context for a growing emphasis on onshore production, including shale, as a major source of U.S. supply growth.
In late 2012, U.S. monthly crude oil production exceeded 7 million barrels per day for the first time since the early 1990s, reflecting rapid growth in tight oil output. This was a clear milestone showing that shale and other domestic sources were materially changing national production levels. The increase also raised new questions about pipelines, rail transport, and refining constraints.
Beginning in mid-2014, global oil prices fell sharply, squeezing cash flow for U.S. shale producers and leading to steep reductions in drilling rigs. Companies responded by cutting costs and improving well productivity, including longer laterals and more fracture stages per well. The downturn tested whether the shale boom could remain resilient under lower prices.
In December 2015, Congress repealed the long-standing federal ban on most U.S. crude oil exports, and President Barack Obama signed the change into law on December 18, 2015. The repeal reflected how growing domestic production—much of it from tight oil—had altered U.S. market conditions. It also connected the shale boom to global oil trade by allowing more direct access to overseas buyers.
