The United States adopted an emergency national maximum speed limit of 55 mph to conserve fuel. Federal highway funds were tied to state compliance, making energy conservation a national transportation policy.
Arab oil exporters agreed to lift the embargo against the United States in March 1974. While the immediate boycott ended, oil prices remained far higher than before the crisis, reshaping energy policy and economic planning.
Oil-importing countries created the International Energy Agency (IEA) within the OECD framework to coordinate responses to supply disruptions. A key idea was collective action—such as shared emergency measures—to reduce vulnerability to future embargoes and shocks.
