Libya established the National Oil Corporation (NOC) to act as the state’s main vehicle for oil-sector management. Creating a national oil company made it easier for Libya to take larger roles in production, contracting, and revenue collection. This institution later became central to Libya’s nationalization and participation policies.
Algeria’s government moved to take control of oil and gas holdings, including taking majority stakes from French petroleum companies and fully nationalizing key infrastructure such as pipelines and gas concessions. Nigeria joined OPEC and created the Nigerian National Oil Corporation (NNOC). Iraq fully nationalized the Iraq Petroleum Company (IPC) concession through Public Law 69. This removed a long-standing foreign consortium from control of a large share of Iraq’s upstream oil sector. The event became a widely watched model for producer states seeking greater sovereignty over petroleum resources.
The government of Abu Dhabi acquired a 25% interest in its main onshore operating company, a key step toward majority ownership. This was part of a broader Gulf trend of shifting from concession-style control by foreign firms toward state participation. The stake increase created a pathway for later majority state control.
Saudi Arabia purchased a 25% interest in Aramco, beginning a phased transfer of ownership from the foreign parent companies toward the Saudi state. The move increased government influence over production and long-term planning. It was an influential example of negotiated participation rather than sudden expropriation.
Libya required major foreign operators to transfer 51% of certain assets to the Libyan state oil company, shifting control toward NOC. The policy used majority participation and, in some cases, nationalization decrees to change ownership without fully removing foreign technical involvement. This intensified international legal disputes and reshaped contract structures in Libya.
Abu Dhabi increased its participation in its main onshore operating company from 25% to 60%, giving the state a controlling interest. This deepened state capacity to set strategy, manage revenues, and direct investment. The shift also reflected a broader regional move toward majority state ownership while retaining some foreign partners.
Kuwait’s national refining and downstream company (KNPC) became fully owned by the government. While nationalization stories often focus on upstream production, downstream ownership also mattered because it shaped how crude oil was refined, marketed, and sold. This step strengthened Kuwait’s state role across the petroleum value chain.
Venezuela officially nationalized its oil industry and created Petróleos de Venezuela, S.A. (PDVSA) as the state oil company. Foreign concessionaires were replaced by Venezuelan-owned operating companies under PDVSA’s umbrella. This reorganization aimed to secure greater national control over revenue and decision-making in a major oil-exporting economy.
Nigeria merged NNOC with the government’s petroleum regulatory/inspectorate functions to create the Nigerian National Petroleum Corporation (NNPC). The new structure was intended to strengthen national control by combining commercial and administrative roles. It reflected a period when many OPEC states were building stronger state institutions to manage oil revenues and operations.
Qatar moved from partial participation to full state ownership of major oil concession activities. The government assumed full ownership of onshore concessions (QPC) and offshore activities (SCQ) through agreements finalized in 1976 and 1977. This consolidated state control and positioned Qatar to manage long-term development with a national oil company framework.
Saudi Arabia increased its ownership interest in Aramco to 100%, completing the long transition from foreign-dominated control to full state ownership. This gave the Saudi state direct authority over the world-scale company’s operations and investment decisions. The move became one of the most prominent examples of negotiated nationalization in the OPEC era.
