Rilwanu Lukman of Nigeria began a multi-year tenure as Secretary-General at a time when OPEC faced weak prices and pressure to coordinate with non-OPEC producers. His term is commonly described as a compromise choice after competing candidates, illustrating how internal disputes over leadership could shape OPEC’s public direction.
As oil prices fell, OPEC ministers approved a package of production cuts in late March 1998, with additional commitments discussed with some non-OPEC producers. The episode showed that internal unity often depended on outside cooperation and credible implementation, not just formal decisions.
