After the 1973–1974 oil crisis, global consumers focused on securing reliable supply, while OPEC countries tried to keep prices high. Saudi Arabia’s very large reserves and ability to raise or cut output gave it unusual influence inside OPEC. This set the stage for Saudi Arabia to act as a “swing producer,” adjusting production to balance the market.
Political upheaval in Iran and broader supply fears helped push prices up sharply in 1979–1980 (often called the “second oil shock”). Saudi Arabia increased production to help offset disruptions and stabilize supplies for consuming countries. The episode reinforced Saudi Arabia’s role as the key producer with significant “spare capacity” (production it could bring on quickly).
War between Iran and Iraq (both major oil producers) increased fears of supply disruptions in the Persian Gulf. Even when prices later softened, the conflict shaped OPEC politics because members faced different security risks and revenue needs. Saudi Arabia aimed to prevent extreme price spikes that could reduce long-run demand or accelerate non-OPEC production.
OPEC agreed to cut its official price and set a combined production ceiling, creating individual quotas for most members. Saudi Arabia was left outside the quota structure so it could adjust production up or down to defend the target price—formalizing the “swing producer” role. This arrangement put a heavy burden on Saudi Arabia when others overproduced.
High prices encouraged energy conservation and new investment in oil production outside OPEC (such as the North Sea and Alaska). As new supply came online and demand growth slowed, OPEC faced a shrinking share of the global market. Saudi Arabia increasingly had to cut its own output to try to hold prices up.
As quota cheating and rising non-OPEC output continued, Saudi Arabia cut production sharply to support official OPEC prices. By 1985, Saudi output had fallen to very low levels compared with the early 1980s peak, reducing Saudi market share and revenue. The situation created strong pressure in Riyadh to change strategy from price defense to market-share defense.
In late 1985, Saudi Arabia signaled it would no longer carry the main burden of cutting output to prop up prices. The policy shift aimed to force higher-cost producers and quota cheaters to reduce production by making low prices unavoidable. This was a turning point: Saudi Arabia moved from stabilizing prices to actively using volume and pricing to reshape the market.
Saudi sellers adopted “netback” pricing, linking crude prices to the value of refined products and guaranteeing buyers a refining margin. Combined with higher Saudi production, the change intensified competition and helped drive oil prices sharply downward in 1986. The crash pressured OPEC members to renegotiate rules because many governments could not sustain the revenue losses.
After the 1986 collapse, OPEC moved back toward coordinated pricing, discussing an $18-per-barrel target linked to a crude “basket” (a weighted mix of different member crudes). The goal was to stop extreme volatility while allowing enough volume to defend market share. Saudi Arabia pushed for a deal that recognized its central role and production capacity.
In the late 1980s, Saudi Arabia pressed for a quota share around one-quarter of OPEC output as part of post-crash discipline. At the same time, lower prices made it easier for oil exporters to buy or partner in refineries and distribution networks in consuming regions, supporting long-term demand for their crude. This strategy reduced dependence on high crude prices alone by improving access to end markets.
With demand recovering, OPEC announced a higher official production ceiling for the first half of 1990 and reinforced an $18-per-barrel minimum reference price based on its basket. Saudi Arabia retained a very large quota, reflecting its leadership position and capacity. However, reports noted ongoing doubts about compliance, showing the limits of cartel enforcement even with Saudi influence.
By 1990, OPEC was trying to manage prices near its reference level while member disputes over quotas continued. Saudi Arabia’s 1974–1990 strategy left a clear legacy: it could stabilize markets by cutting output, or discipline producers by increasing output and competing on price. The approach set key precedents for later crises, but the coming Gulf conflict would soon reshape production politics and regional security priorities beyond OPEC’s pricing tools.
