Tesla began regular production of the Roadster in March 2008, demonstrating that a highway-capable battery electric car could be commercially produced. While volumes were small, it helped validate EV performance expectations and signaled future growth in electric drivetrains that often rely on high-power motors.
Between 2005 and 2010, China reduced rare earth export quotas almost every year, a policy environment that contributed to global supply anxiety. These restrictions heightened awareness of the strategic importance of permanent-magnet rare earths for advanced manufacturing, including clean-energy technologies.
In December 2010, early customer deliveries of the Nissan LEAF began, marking a key step toward mainstream EV adoption. Larger EV volumes meant that motor technology choices (magnet-based or magnet-free designs) started to matter more for material demand and supply planning.
In December 2011, the U.S. Department of Energy published its Critical Materials Strategy, highlighting that several clean-energy technologies depend on materials at risk of supply disruption. It specifically noted rare earths such as neodymium and dysprosium, which are closely linked to permanent magnets used in some EV motors and wind turbine generators.
In March 2014, a WTO panel report was circulated in a dispute over China’s export restrictions on rare earths (and related materials). The case mattered for clean-energy supply chains because export quotas and duties can change global prices and the availability of inputs used in permanent magnets.
China informed the WTO in May 2015 that export duties and export quotas found inconsistent with WTO rules had been removed (following the dispute’s implementation period). The shift reduced one form of direct constraint on global rare-earth trade, though supply-chain concentration concerns remained.
By the end of 2018, the global electric car fleet exceeded 5.1 million, reflecting sustained growth in EV adoption. This expansion increased demand for key components such as traction motors; many manufacturers favored permanent-magnet motor designs for high power density and efficiency, linking EV growth to magnet-material supply chains.
In 2020, despite a major drop in overall car sales, about 3 million electric cars were sold globally and EV sales share reached about 4.6%. Continued EV growth under stress conditions reinforced expectations that clean-transport demand could keep expanding, supporting longer-term planning for permanent-magnet materials.
On August 16, 2022, the United States enacted the Inflation Reduction Act, which included major clean-energy measures and updated EV tax credits. These incentives supported EV demand expectations in the U.S. market, indirectly influencing projections for motor and magnet supply needs even as automakers explored designs that use fewer rare earths.
IEA analysis of 2022 described record deployment of clean-energy technologies, including electric cars exceeding 10 million sales that year. Faster deployment increased demand pressure across critical mineral markets and heightened attention to the supply and processing of materials used in magnets and other components.
In 2023, global electric car registrations were about 14 million, reflecting a rapid increase compared with earlier years. Rising volumes strengthened demand for EV drivetrains and increased industry interest in substitution options (such as induction or electrically excited motors) to reduce reliance on permanent-magnet rare earths.
By 2023, global wind power capacity passed roughly 1,021 GW, showing that wind had become a major power technology worldwide. Because many turbines use generators that can be built with permanent magnets (depending on design), continued wind buildout became another long-term driver for strategic magnet materials and related supply risks.
In April 2024, the EU adopted Regulation (EU) 2024/1252, listing “rare earth elements for permanent magnets” (including Nd, Pr, Tb, and Dy) as strategic raw materials. The policy signaled that demand growth from EVs and wind, combined with concentrated supply chains, had become a core economic-security issue.
IEA reported that more than 17 million EVs were sold worldwide in 2024, making up more than 20% of new vehicle sales. This scale of demand reinforced the link between transport electrification and the supply chains for motors, including permanent-magnet materials where those motor designs are used.
IEA’s 2025 Global EV Outlook projected that EV sales could exceed 20 million in 2025, implying continued rapid growth in electric drivetrains. At this stage, the demand narrative included both expansion and substitution: the market scaled magnet-using motors while also investing in designs that reduce or avoid rare earth magnets to manage cost and supply risk.
By the end of June 2025, global installed wind power capacity reached about 1,245 GW, according to WWEA estimates, with strong additions in early 2025. Continued wind scaling kept long-run attention on generator design choices and the availability of permanent-magnet materials for projects that use magnet-based generators.
By the end of 2025, EV and wind growth had made permanent-magnet rare earths a high-priority strategic material, reflected in major policy actions and ongoing supply-chain concerns. The overall outcome of 2005–2025 was a clearer market dynamic: strong demand growth from EVs and wind, paired with active efforts to diversify supply and develop motor and generator designs that can substitute away from rare earth magnets when needed.
