During Deng Xiaoping’s 1992 “Southern Tour,” he drew attention to rare earth elements as a national strategic asset. The line is widely cited as an early signal that China’s leadership saw these minerals as important for future technology and industry.
China introduced export quotas for rare earths in 1999, creating a central tool to manage how much rare earth material could leave the country. Over time, the system helped China influence global supply while encouraging more processing and manufacturing inside China.
By the mid-2000s, China shifted from encouraging exports to discouraging them. A notable step was canceling export tax rebates for rare earth products, making exports less attractive and supporting domestic use and downstream production.
China added production quotas to manage supply at the mining and processing stages. A quota on rare earth concentrates was introduced in 2006, followed by a separate quota system in 2007 that expanded control over concentrates and separations (refining steps).
China increased export taxes on rare metals, including rare earths, as part of a resource-conservation approach. These tariffs raised costs for foreign buyers and reinforced incentives to keep more value-added activity inside China.
At the start of 2008, China implemented another round of higher export tariffs on rare earth metals and compounds, with rates reported as high as 25% for some items. The change reinforced a policy direction of limiting raw-material exports and pushing the industry toward higher-value products.
After the September 2010 Senkaku/Diaoyu fishing boat collision and diplomatic dispute, rare earth exports to Japan were widely reported as suspended. Accounts differ on the mechanism and intent, but the episode became a lasting example of how concentrated supply can become a geopolitical pressure point.
By 2010, China’s export quota reductions drew intense attention because many industries relied on Chinese supply. Chinese and international reporting described the 2010 quota as sharply reduced compared with the prior year, contributing to trade frictions and price volatility.
China expanded its nationwide resource tax to cover additional resources, including rare earth ore, with the change taking effect on November 1, 2011. The policy aimed to reflect environmental and scarcity costs more directly and to discourage wasteful extraction.
In 2012, the United States, European Union, and Japan challenged China’s export restrictions on rare earths at the World Trade Organization (WTO). The case focused on export duties, export quotas, and limits on which firms could export.
In 2014, the WTO circulated a panel report finding China’s export duties and export quotas on rare earths inconsistent with its WTO obligations, and the Appellate Body later circulated its report in August 2014. The decisions rejected China’s main defenses under general exceptions, concluding the measures operated more like industrial policy than even-handed conservation.
Starting in January 2015, China’s Ministry of Commerce eliminated the export quota system for rare earths. This shifted control away from fixed annual quota volumes and toward other tools (such as licensing and domestic regulatory controls).
After ending quotas, China moved to remove export taxes on rare earths, with removal reported as taking effect on May 2, 2015. This change aligned trade measures more closely with WTO rules, while leaving China room to manage the sector through production quotas, environmental rules, and consolidation.
China’s Export Control Law took effect on December 1, 2020, creating a national framework to restrict exports of certain goods, technologies, and services tied to national security and international obligations. Rare earth-related items can fall within this system, marking a shift from quota-based tools toward broader legal export-control authority.
In 2021, China circulated draft “rare earth management” regulations that aimed to strengthen oversight across the full value chain, from mining and refining through sales and traceability. Even as export quotas and taxes had been removed, the draft framework showed how China could keep strategic control through domestic planning, monitoring, and compliance systems.
