1. EU launches the Raw Materials Initiative

2. EU publishes first critical raw materials list

3. Commission issues 2011 raw materials communication

4. Commission publishes 2014 revised CRM list

6. Commission issues 2020 CRM resilience communication

7. EU publishes fourth CRM list (30 materials)

8. European Parliament adopts strategy report on CRMs

10. EU publishes fifth CRM list (34 materials)

    In March 2023, the EU’s fifth CRM list expanded to 34 materials and—within the CRMA proposal—identified a subset of strategic raw materials. The 2023 update added materials such as aluminium/bauxite, arsenic, helium, and feldspar, and it included copper and battery-grade nickel as strategic even though they did not meet the usual CRM thresholds. This reflected a more forward-looking focus on materials needed for key technologies and industrial capacity.

11. Council and Parliament reach provisional CRMA deal

    On 13 November 2023, the Council and European Parliament reached a provisional agreement on the CRMA. The deal confirmed the approach of having 34 critical raw materials and increased the count of strategic raw materials to 17, including adding aluminium as strategic. It also reinforced an import diversification aim: avoiding reliance on a single third country for more than 65% of EU consumption of any strategic raw material.

12. EU adopts the Critical Raw Materials Act regulation

13. CRMA enters into force and sets review cycle

14. Commission approves first CRMA strategic projects in EU

15. Commission approves strategic projects outside the EU
