The EU established a legal framework for restrictive measures on Belarus by adopting Council Regulation (EC) No 765/2006. This regulation enabled the EU to impose tools such as asset freezes and related financial restrictions tied to concerns about governance and human rights in Belarus. It became the core instrument later amended many times as EU policy tightened or relaxed.
The EU adopted Council Decision 2012/642/CFSP, which set out restrictive measures under the EU’s foreign and security policy framework (CFSP). This decision helped consolidate and standardize how listings and reviews worked, supporting longer-term management of travel bans and asset freezes. It also formalized regular review and renewal mechanisms.
After Belarus released political prisoners and the October 2015 election period passed without a large-scale crackdown, the EU suspended most travel bans and asset freezes for four months. The suspension covered 170 individuals and 3 entities, while some measures stayed in place. This marked a deliberate EU attempt to encourage further improvements through conditional easing.
EU foreign ministers decided to permanently lift most sanctions on Belarus, ending travel bans and asset freezes for 170 individuals (including President Alexander Lukashenko) and removing three entities from the list. The EU kept an arms embargo and retained sanctions on four individuals linked to unresolved disappearances. The decision reflected a shift toward engagement while keeping targeted pressure in place.
Following the August 2020 presidential election and subsequent crackdown, the EU imposed restrictive measures on 40 individuals identified as responsible for repression and election-related misconduct. These measures included travel bans and asset freezes, and prohibited EU persons from making funds available to those listed. The step marked the start of a renewed sanctions cycle after several years of relative easing.
EU leaders publicly condemned Belarus for forcing Ryanair Flight FR4978 to land in Minsk on 23 May 2021, an incident that led to arrests and raised aviation safety concerns. The European Council called for an independent investigation and urged measures including sanctions proposals and advice for EU airlines to avoid Belarusian airspace. This event became a major trigger for expanded EU restrictions.
The EU adopted broader economic restrictions targeting key Belarus sectors, moving beyond mainly individual listings. Measures included limits affecting trade and finance, later reflected in the consolidated text of Regulation 765/2006 (as amended), with provisions such as restrictions on petroleum products, potash, and access to EU capital markets. This shift aimed to raise the economic cost to the Belarusian state and aligned with a tougher EU approach after the 2021 escalation.
As Russia’s war against Ukraine continued and Belarus supported Russia, the EU adopted additional measures that extended pressure on Belarus in areas such as finance. Reporting on the EU’s sixth sanctions package notes actions affecting financial messaging (SWIFT-related restrictions) including a Belarusian bank. These steps signaled that EU Belarus sanctions were increasingly linked to the broader Russia–Ukraine conflict.
The International Civil Aviation Organization (ICAO) Council concluded that the bomb threat used in the 2021 Ryanair diversion was deliberately false and that Belarus committed an act of unlawful interference. ICAO’s findings reinforced international scrutiny of Belarus’s actions and provided authoritative support for EU concerns about aviation safety. This helped sustain momentum for continued restrictions and monitoring.
The EU extended its Belarus restrictive measures for another year, explicitly linking them to internal repression and support for Russia’s war against Ukraine. The renewal emphasized continuity: the EU presented sanctions as a long-term tool to impose costs on political and economic actors supporting repression and war-related assistance. This step also signaled that sanctions relief was not imminent without major policy changes in Minsk.
The EU imposed additional restrictive measures on 26 individuals and 2 entities in view of the situation in Belarus. Targets included parts of the judiciary and correctional system, as well as business actors described as benefiting from the Lukashenko regime or helping sanctions circumvention. The move illustrated continued EU reliance on targeted listings alongside broader sectoral measures.
On the anniversary period of Russia’s full-scale invasion, the EU adopted a new Russia sanctions package that included measures explicitly “in view of Belarus’ complicity” in the war. These steps mirrored certain trade and services restrictions used against Russia, reinforcing the idea that Belarus-related sanctions had become structurally connected to the EU’s wider wartime sanctions strategy. The action capped a long shift from early targeted measures to a sustained, multi-track sanctions regime.
