The UN Security Council adopted Resolution 1696, demanding that Iran suspend uranium enrichment and reprocessing-related work. This set the legal and diplomatic foundation for later UN sanctions by framing the issue as a non-proliferation concern under the Security Council’s authority.
Resolution 1737 imposed the first UN sanctions tied to Iran’s nuclear program after Iran did not meet earlier demands. It created a Security Council sanctions committee, required member states to restrict sensitive nuclear-related transfers, and froze assets of designated individuals and entities.
Resolution 1747 tightened the UN sanctions regime and added new designations for asset freezes. A key shift was a ban on Iran exporting arms, aiming to increase pressure while still keeping diplomacy on the table.
Resolution 1803 broadened targeted sanctions, including additional listings and measures related to travel and finance. It also urged states to be vigilant about financial dealings connected to proliferation-sensitive activities, signaling growing concern about networks supporting Iran’s program.
Resolution 1835 did not add new sanctions, but it reaffirmed earlier measures and urged Iran to comply “fully and without delay.” This reflected deadlock: the Security Council maintained pressure while negotiations remained unresolved.
Resolution 1929 significantly expanded UN sanctions, including tougher restrictions linked to arms and proliferation-sensitive activities. It also called for stronger controls like cargo-related measures and broader limits on dealings tied to designated entities, increasing the economic and operational costs to Iran.
The EU adopted Council Decision 2010/413/CFSP, aligning with UN measures while also adding EU-specific restrictions. This created a broad legal basis for later EU sanctions targeting sectors like finance, transport, and energy-related support linked to proliferation concerns.
Council Decision 2012/35/CFSP expanded EU restrictions, including measures that led to an embargo on Iranian crude oil and petroleum products. This marked a major escalation because it targeted a central source of Iranian export revenue, not just specific people or nuclear-linked items.
Council Regulation (EU) No 267/2012 put key EU Iran restrictions into a directly applicable legal form across all EU member states. It organized and strengthened rules on trade, finance, and designated persons and entities connected to the nuclear issue.
Iran and the P5+1 (China, France, Russia, the UK, the US, plus Germany), with the EU coordinating, agreed to a Joint Plan of Action (JPOA). It froze parts of Iran’s nuclear activities in exchange for limited, temporary, and reversible sanctions relief, creating momentum toward a longer-term deal.
After extended negotiations, the Joint Comprehensive Plan of Action (JCPOA) was concluded as a long-term framework to address concerns about Iran’s nuclear program. The deal linked nuclear limits and monitoring to staged lifting of nuclear-related sanctions by the UN and EU.
The Security Council adopted Resolution 2231, endorsing the JCPOA and establishing how earlier Iran nuclear-related sanctions would be terminated once the IAEA verified Iran’s nuclear steps. It also created a “snapback” process to restore UN sanctions if major non-compliance was alleged.
On Adoption Day, the JCPOA formally entered into effect on its agreed timeline and the EU adopted legal acts to prepare for lifting nuclear-related economic and financial sanctions. This stage mattered because it converted the political agreement into detailed, implementable legal steps.
After the IAEA verified Iran’s nuclear-related actions, Implementation Day triggered the lifting of most UN and EU nuclear-related economic and financial sanctions. Some restrictions remained (such as certain arms and missile-related limits), but this marked the central outcome of the 2006–2016 sanctions-and-negotiations cycle.
