From 1984 through 1999, ASEAN expanded from its original core to include Brunei, Viet Nam, Lao PDR, Myanmar, and Cambodia. This widened the region’s labor and resource base and increased cross-border development differences inside ASEAN. Over time, these differences shaped how integration schedules were designed, with longer transition periods for newer members.
The September 1985 Plaza Accord committed major economies to coordinated actions to reduce the value of the U.S. dollar. In the following years, Japan faced a sharp appreciation of the yen, which squeezed exporters and strengthened incentives for Japanese firms to expand production overseas. This macroeconomic shift helped set the stage for supply-chain relocation into East and Southeast Asia.
ASEAN economic ministers signed the Agreement on the Common Effective Preferential Tariff (CEPT) Scheme for the ASEAN Free Trade Area (AFTA). The agreement aimed to reduce intra-ASEAN tariffs and support ASEAN as a competitive production base for world markets. It created a policy framework that complemented the region’s growing cross-border manufacturing networks.
AFTA’s CEPT implementation began, launching phased tariff reductions on many manufactured products traded within ASEAN. By lowering tariff costs over time, the scheme encouraged firms to consider ASEAN-wide sourcing and assembly strategies. These steps supported the practical growth of regional supply chains, though non-tariff barriers remained a challenge.
ASEAN economic ministers signed the ASEAN Industrial Cooperation (AICO) Scheme Agreement to promote industrial linkages among ASEAN-based companies. AICO supported cross-border production sharing by offering benefits (such as tariff preferences linked to AFTA rules) to approved industrial cooperation projects. It was part of ASEAN’s effort to move from trade preferences toward more integrated production systems.
At the WTO’s Singapore Ministerial Conference, participants concluded the Information Technology Agreement (ITA), committing to eliminate tariffs on many IT products. Because electronics and components are heavily traded within East Asian production networks, the ITA helped reduce border costs in a key sector. This reinforced the region’s move toward fragmented, cross-border manufacturing and assembly.
Thailand floated the baht after reserves proved insufficient to defend its peg, setting off a wider regional financial crisis. The shock disrupted capital flows, banking systems, and investment plans across East and Southeast Asia. In response, governments and firms placed new emphasis on financial cooperation and on building more resilient, diversified regional production networks.
ASEAN leaders met with China, Japan, and South Korea, beginning what became the ASEAN+3 process. The new forum created a platform for regional economic and financial coordination after the crisis. Over time, it supported confidence-building and practical initiatives that mattered for trade, investment, and regional supply-chain stability.
ASEAN economic ministers adopted the Framework Agreement on the ASEAN Investment Area (AIA). The AIA aimed to increase investment flows into ASEAN by improving transparency and liberalizing investment rules over time. This mattered for supply chains because multinational manufacturers often choose production locations based on predictable investment conditions and regional market access.
ASEAN+3 finance ministers launched the Chiang Mai Initiative, building a network of currency swap arrangements to provide short-term liquidity support. The initiative was designed to reduce vulnerability to future financial crises and to complement IMF support. Greater regional financial stability helped create a more predictable environment for trade and cross-border production investment.
ASEAN and China signed a framework agreement to build the ASEAN–China Free Trade Area (ACFTA). This signaled a major expansion of ASEAN’s external economic ties and created expectations of deeper trade integration with a rapidly growing manufacturing powerhouse. The prospect of lower barriers influenced investment planning and supply-chain design across East Asia.
Through the Declaration of ASEAN Concord II (Bali Concord II), ASEAN leaders committed to building an ASEAN Community, including an ASEAN Economic Community (AEC) pillar. The decision connected earlier trade and investment initiatives to a longer-term goal: a more integrated regional market and production base. This provided a strategic narrative for reforms that affected supply chains, such as customs, standards, and investment rules.
At the 13th ASEAN Summit in Singapore, ASEAN leaders adopted the AEC Blueprint as a detailed implementation plan toward an AEC. The blueprint set out measures and timelines to support freer movement of goods, services, investment, and skilled labor, and to improve competitiveness and reduce development gaps. It helped translate the idea of ASEAN as a single production base into specific policy actions relevant to supply chains.
ASEAN member states and Japan signed the ASEAN–Japan Comprehensive Economic Partnership (AJCEP). The agreement supported tariff reductions and rules of origin that help determine when goods qualify for preferences, a key issue for multi-stage manufacturing. AJCEP strengthened the policy link between Japan’s investors and ASEAN’s regional production networks.
ASEAN signed ATIGA to consolidate and update earlier trade-in-goods commitments under AFTA and related instruments. ATIGA aimed to support freer flow of goods through clearer rules, including on tariffs, non-tariff measures, and trade facilitation. This was a practical step toward making ASEAN-wide sourcing and distribution easier for firms running regional supply chains.
ATIGA entered into force, becoming a central legal framework for ASEAN’s trade in goods. By consolidating commitments and emphasizing trade facilitation, it aimed to reduce transaction costs and increase predictability for businesses. As the 1986–2010 period closed, ASEAN had moved from early tariff preferences toward a more rules-based, region-wide platform that supported supply-chain integration with the wider East Asian economy.
